Any serious effort by any investigative journalist who tries to report in the Mainstream Media that mind-control is the missing link in all world terrorism and mass-shootings (which just happen to occur in gun-free zones) is quickly neutralized.

The Controlled Major Mass Media (CMMM) run by six medias moguls who report to a major investment house on the vanguard of investment technology will either ignore such disclosures or will attempt to discredit that journalist.

Any official USG and Alphabet spokesmen will quickly deny any such issues have legs and will usually call the journalist by the CIA-created term “conspiracy theorist”, a label which works well discrediting that journalist.

Despite all these denials and attributed labeling as a “conspiracy theorist” one will receive when they identify sophisticated mind-control techniques as a root cause of lone-wolf terrorist acts, such a declaration is true.

Sophisticated high-tech Mind-control has allowed the Top Chieftains of the Khazarian Mafia to take control over the American People.

The development and deployment of this Mind-control technology has become extensive and invasive after being combined with Artificial Intelligence (A.I.) algorithms and quantum (inter-dimensional computers). This has allowed a small group of Khazarian Mafia (KM) Chieftains who sit at the top of the Establishment Hierarchy (EH) and who run most of the Secret Shadow Government (SSG) to gain control over all of the USG, the Alphabets and all American Law Enforcement.

And it is important to realize that this now ultra-high-tech Mind-Kontrol is also partly based on thousands of years of esoteric knowledge passed down within the Ruling Class (Twelve Kenite Bloodlines).

But the recently discovered technology necessary to remotely hack the human brain and entrain its thoughts, belief and attitudes is by far the most effective means of Mind-control. And unless it is stopped or neutralized does pose the greatest threat to the very survival of the human race itself.

Psychotronic Mind-Kontrol is now an extinction level threat.

The reason this new psychotronic mass-Mind-Kontrol is actually an extinction level threat. Why? Because those who have been deploying it are unimaginably evil, soulless psychopaths. And they (themselves) have become possessed by esoteric spiritual entities which have deluded them to become deeply committed to attaining a Globalist NWO Agenda that is designed to destroy 90% of all humans in the first round and then the last 10% in stages.

As many psychologists and behavioral scientists realize attitudes can become precursors for deviant actions, especially when they are mind-kontrolled and adequately triggered. Thus it is reasonable to view attitudes as “potential actions”.

So naturally it has been a high priority for the KM Top Chieftains to secretly finance and promote the most sophisticated means possible to mass mind-kontrol the American People. They have done this through infiltrating, consolidating and hijacking the Major Mass Media, mainstream broadcast radio networks and TV. TV has been their best means for mass-mind programming of the masses until ultra high tech psychotronics were developed and deployed the last 25 years.

It is now known for certain that the newest techniques of Psychotronic Mind-Kontrol have been deployed against certain individuals. Some randomly selected, some whistleblowers targeted for harassment and cognitive deconstruction. But all such deployments are tests and are used to hone and perfect these psychotronic remote conductive entrainment systems, usually complex A.I.-driven quantum computer-based algorithms.

“Mass Psychology of Submission” … Personalities who are more frightened of rebellion than of the consequences of their subjugation.

If one’s attitudes are culturally conditioned to have anti-human attitudes, a suitable trigger is entrained or provided by a handler to coerce a mind-kontrolled individual to act in a certain deviant manner as the handler and trainer desires.

It is now clear beyond any shadow of a doubt that such mind-control is real and triggers can be deployed through hand signals, voiced instructions, tone and display of certain symbols, as well as remotely induced and entrained directly into the skull by high-tech electronic warfare methods which are referred to as psychotronics.

Some very high level Intel insiders (best described as Intel Cowboys) are well aware that certain major defense contractors now market top secret psychotronic induction devices for entrainment and triggering.

Now for those doubters who read this and think, “Oh this is just another attempt to lead away from the deviant criminals who infiltrated and hijacked the USG in 1913”, here is my answer.

You are right in your assumption where this take-down of the US Republic started, but you are wrong about your assumption that this discussion of deployed Mind-control is an attempt to lead astray.

One of the first tests occurred in a major sporting goods chain that had numerous well-balanced and mentally healthy staff crack with a major mental snap on the job. It was done through pulsed beam transmitters, which were installed in the stores.

Then the next arena for even more sophisticated tests was certain large public schools; at first special UN-approved high-efficiency lights were installed that provided inductive entrainment of students, and then high powered Wi-Fi was installed, which produced numerous mental snaps in students and teachers and staff.

In some of these initial test schools, they were first visited by Bush2, and any teachers who were completely standup had their desks sprayed with certain enzymes by Intel ops sheep-dipped as janitors, which gave them a variety of lethal diseases. Some were murdered by induction of strange, fast-growing cancers by psychotronics. Others were fired for bogus reasons, like the school’s computer department placing child pornography ads on their computers. New teachers who were too moral or standup had their contracts unexpectedly non-renewed.

This was all under control of the Mossad, the CIA and the NSA in a joint operation.

Voice of God Successful in 1991 War

Operation Bury ’em Alive – 1991 Iraq Highway of Death. During Desert Storm on Feb. 24-25, 1991, US troops using tanks and earthmovers that had been specially fitted with plows buried thousands of Iraqi soldiers alive. This assault had been planned and rehearsed. According to US participants, about 2,000 Iraqis surrendered and were not buried. Most of the rest, about 8,000, were buried beneath tons of sand — many trying to surrender.

The Republican Guard threw down their weapons and allowed themselves to be bulldozed to death by US Forces in the first Gulf War in Iraq.

Let’s consider one major piece of evidence that cannot be denied by anyone who reasonably examines the evidence. It’s the top secret deployment of the “Voice of God” remote entrainment system within the Iraqi Republican Guard during the 1st Gulf War which manipulated these crack soldiers into throwing down their arms and allowing themselves to be bulldozed alive into mass graves by the US Military.

Some insiders have claimed within Intel circles of peers that this technology was deployed by use of special C-130’s electronic warfare aircraft in combination with certain satellites and certain ELF ground transmitters.

I don’t know all parts of the system that was deployed, but I do know for certain that this “Voice to Skull” technology was deployed during that battle and actually was able to destroy a large part of the Republican Guard without a shot.

And it is known for certain that this deployment produced an amazingly deadly result for the US Military and their puppet-masters the Israeli Likudists and stateside NeoCon Israeli-American “Israeli-first” Dual Citizen Traitors within the US State Department, the Administration, Congress and all the think tanks, NGOs and private foundations (like the traitorous and Seditious CFR and the various US Defense Policy Boards).

Obviously, any article that specifically described the current deployment of psychotronics (electronic warfare) against the American People would be as thick as a phone book. I have given a brief overview here.

Some of this new Psi-power quantum based technology is just too sensitive right now to disclose specifically, but many VT readers can connect the dots from previous articles and draw realistic conclusions.

Suffice to say that it is associated with: the secret societies, pedophilia, child and adult torture and sacrifice; mass-murder through wars and induced crime in synthetically engineered urban jungles; the invocation and negative energy “feeding” of the Third Force; and attempted applications to triple-helix gene-splicing technology to create the synthetic soul and use of inter-dimensional quantum computers and psychotronics.

Current psychotronic and Mind-Kontrol technologies using remote induction/entrainment make it quite easy for the Secret Shadow Government’s Defense Contractors to create synthetic terror: including lone wolves willing to “sacrifice themselves”; manipulated patsies; radical mercenary groups like ISIS; and KM Cutouts and Doofuses who become willing to give up their souls to serve the KM’s “Order of the Snake” for the vast rewards they can and usually gain.

The Russian Federation has developed significant and effective means to neutralize these devices in all forms, and it is believed that others such as Dr. Keshe have such neutralizing technology.

It is no exaggeration to conclude the KM which has infiltrated and hijacked the USG and its Defense contractors is now deploying massive electronic warfare against We The People and many Americans, especially certain specific groups, which are now “deer in the headlights”, setting themselves up for slaughter watching TV and believing the CMMM, like lemmings heading for the cliff.

This bevy of psychotronic weapons includes: ground based ELF and EMF (some handheld or stationed in neighboring homes and apartments run by Intel operatives); Wi-Fi systems in home, schools and businesses; cell phone and cell tower systems; remote home phone systems; chemtrails and ingested smart dust which migrates into the CNS which can be flashed; Doppler Radar; and satellite based scalar transmissions and various unmentionable Psi-chotronic weapons, which are actually inter-dimensional quantum based Psi-power weapons.

Does Psi-power allow the individual to interact with a plane of all Possible Worlds with Different Start Conditions?

If you want more research, you can research these provided leads and you will eventually gain a decent brief overview of what We The People now face.

The hardest part to uncover is the beyond-black esoteric Psi-power weapons which are not covered in this article, weapons being developed now to use quantum technologies to strip the human soul out, hive the victim and reduce them to a slave, such as has been done with numerous synthetically engineered ISIS recruits. ISIS is basically a huge test for mass mind-kontrol based on psychotronically induced hiving.

The concept of an Aerially discharged Electromagnetic Pulse Bomb (EMP) is often discussed as the ultimate weapon. Actually there is a sinister new EMP-derivate called the “E-Bomb” that can provide scalar emissions to suddenly reprogram the brain of millions at once, or in a different form that will neutralize the CNS of millions at once with no damage to electronics and buildings.

Some Intel insiders believe that the Russian Federation has this weapon now and perhaps in operational form. It is rumored to operate as an inter-dimensional quantum emission device which allegedly prevents any shielding and can allegedly easily penetrate DUMBs, too.

All future Electromagnetic weapons systems are likely to be based on the new quantum physics and the previously censored/removed Maxwell laws that explained such matters. Right now the Russian Federation is the world leader in these weapons by quite a long shot, according to informed Intel insiders.

Suffice to say that We The People can deploy some of these same means (especially mass-consciousness and mass-focus as raw unbridled Psi-power) against our common enemy that the Khazarian Mafia and its Top Chieftains and their Establishment Hierarchy have deployed against us. When based and combined with Truth we can attain immense mass-power not previously thought to be available.

Prayer, living by God’s rule to treat others as we want to be treated, a commitment to personal honesty and integrity and a willingness to declare the truth to all who will listen is actually a very powerful application that elicits strong Psi-power by and for We the People.

The whole KM system is a system of mass lies, deception and Mind-Kontrol. If their system of abject lies is destroyed, it will collapse like a house of cards at every level.

And many believe this happening right now, that the KM system of lies is being eroded more and more each month, thanks to the Internet and word of mouth one to another.

The big game of the KM for many years since 1913 has been to use their hijacked Major Mass Media and all the mechanism and branches of the USG, corporations and hijacked institutions to make their criminal acts which should have been public private.

Much to their horror and intense anxiety, the Internet has reversed this process by making secret acts of criminality, child-sacrifice, murder, war-making and mass-murder public.

You would be correct if you came to the conclusion that We the People are now involved in a war for our very survival: it’s the Truth versus the KM lies and their massively deployed psychotronics; and it’s their cultural Mind-Kontrol versus the Psi-power of decent Americans and others who live by the Golden Rule of treating others the way you want to be treated, aka “love your neighbor as yourself”.

Roseanne Barr is an outspoken actress and comedienne who never shied away from tackling difficult and controversial issues, even if that meant being unpopular or being tagged as “crazy” by mass media. While I can’t say that I agree with all of her views, she remains one of the very few people in Hollywood who dare talking about its most damning issue: MK ULTRA.

In a recent interview with RT, Roseanne talked about the dark side of the entertainment industry and directly mentioned MK ULTRA as being a major force in Hollywood. Here’s the interview (it is set up to start at the part about the entertainment industry).

Roseanne basically says that Hollywood stars are terrified of using their status to speak out about important issues because there’s a “culture of fear” going on there, where “speaking out” almost automatically equals being shunned from the industry and having one’s career destroyed.

More importantly she adds:

“It’s also a big culture of Mind Control. MK ULTRA Mind Control rules in Hollywood.”

This means that many stars do not speak out because they literally cannot do so. They are mind controlled which means that they have alter personas programmed into them that handler are able to trigger and control at will. Roseanne Talking About Mind Control in the Past

The above television interview is not the only instance where Roseanne managed to slip mentions of MK Ultra in mass media. During a CNN interview with Larry King which aired on August 16, 2001, Roseanne talks about trauma-based mind control and MK ULTRA (I placed important parts in bold).

KING: All right, some see what you have or had as a serious psychological disorder.

ROSEANNE: I like how you just keep going.

KING: Others as psychological fad. Also…


KING: Whether it’s deliberately induced or naturally occurring.

ROSEANNE: Well, I have this head shrinker and he says it’s deliberately induced because the CIA is where they started inducing it when after they brought all the Nazis over from Germany to run American Psychiatric Association.

KING: What are you about?

ROSEANNE: I’m telling you the truth. It is all mind control and all kinds of things to invent people with multiple personalities.

KING: So you have been captured by Nazis?

ROSEANNE: The government. Well in a way, I believe the government has implanted some kind of a chip into my head where…

KING: Roseanne.

ROSEANNE: You know, is monitored by Barbara Walters and these other women. And they take all my ideas and I’m, you know.

KING: Yes, is Oprah one of the people monitoring?

ROSEANNE: Of course.

KING: She’s definitely in touch?

ROSEANNE: Definitely. I think she sits with her finger on the switch to the chip.


KING: Let me read something to you, that you wrote in “Esquire.” And I want…


KING: …your reaction it. This is your writing.


KING: In a notebook entry about yourself, you keep notebooks about yourself?

ROSEANNE: Of course I do, thousands, thousands.

KING: Thousands of notebooks.


KING: Well, this one says, “So this my life, my true E-Hollywood story. It’s the story of multi, multiple multi-faceted girl, woman, boy poet, dancer, comedian, singer, freedom fighter, warrior, message bearer, performer, mother, sex partner, wife, actor, producer, director pioneer, autistic child, survivor of post dramatic stress, borderline bipolar, overweight, Turrets sufferer, multiple personality disorder, obsessive compulsive victim of psychiatric, planting of false memories, heretic witch, crone, take your pick. There’s been about 300 diagnoses which proves shrinks have been my only friends.”

ROSEANNE: That is true that shrinks have been my dearest friends.


KING: You never get mad to say God has done me a dirty deal here when my multiple personalities take over?

ROSEANNE: No, because I feel like God — honestly I feel God gives you multiple personality disorder when there’s too much stress in your life to handle it any other way. I think it is a gift to children.

KING: So another thing can take over?


KING: Another person deal with this?

ROSEANNE: Yes. I mean, you know, you’re not the one that’s insane. It’s the place you are in. So you have to adapt to it.

In that interview, Roseanne claimed that she suffered intense trauma in her childhood, which lead to her having multiple personalities and being manipulated by CIA-lead psychiatric experiments (MK ULTRA).

Roseanne also uses her blog to discuss MK ULTRA in Hollywood. In a 2009 post, she even stated that Joe Jackson (Michael Jackson’s father) was a CIA MK ULTRA operative.

Sometimes, history is more lurid than fiction. We may never know the full extent of MKULTRA, the CIA-sponsored, decades-long, multi-disciplinary investigation into mind control (mainly because large numbers of test subjects had no idea they were being experimented upon), but it has more tentacles than Cthulu. The program came into existence officially on April 13, 1953. It fed on political chimeras and pop culture paranoia, then spewed toxicity back into the zeitgeist. Sixty years later, it is still cited as a driving force behind news headlines, and continues to inspire fictional narratives in movies, novels, TV shows and comics. When assessing MKULTRA’s legacy, it’s almost impossible to draw the line between conspiracy theories, dystopic sci-fi visions of “psych wars” and the scientific thinking about the malleability of the human mind. Happy birthday, then, MKULTRA, meta-narrative extraordinaire. Such a shame outgoing CIA director Richard Helms ordered all your files destroyed back in ’73.

1953 is the date usually given as the official start of the project, but its murky origins can be traced back almost a decade prior to that. MKULTRA evolved from Operation Paperclip, the widespread appropriation of Nazi scientists and their work by the Allies at the end of World War Two. Long before Hitler put a bullet in his brain in a Berlin bunker, the Allies had been eyeing various Third Reich research and development projects with envy – especially their U-boats and V-series rockets. The Nazi master plan revolved around technological as well as military dominance, and scientific programs were enthusiastically resourced. It wasn’t just engineers who enjoyed state support. Nazi-sanctioned biological scientists, unfettered by the usual ethical considerations attached to human experimentation, had the freedom – and camps full of subjects – to explore the limits of the human mind and body. Rather than let the Soviets benefit from this fount of knowledge, the U.S. government hired all the top Nazi guys, sanitized their war records, and smuggled them onto American soil in direct contravention of stated immigration policy (President Truman wanted anyone found “to have been a member of the Nazi party and more than a nominal participant in its activities, or an active supporter of Naziism or militarism" expressly excluded from obtaining a U.S. visa).

In the wake of The Manchurian Candidate’s impact on the zeitgeist, other writers were picking up on the scientific theory of mind control and weaving it into their lurid fiction.

Then, these newly-minted citizens, men who had honed their skills pumping mescaline and morphine into terrified prisoners in Dachau and Auschwitz-Birkenau, were put to work for their new masters for a new ideological conflict, the all-encompassing deadlock of the Cold War. The broad scientific goals were inspired by the totalitarian regimes of the 1930s; the U.S.A. was interested in extracting information through torture, eradicating dissent, controlling behavior, triggering amnesia and reprogramming identity – via methods that could be applied to a general populace or individual agents. The big question they asked was “Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self-preservation?” This has grim echoes of Winston Smith’s re-education in Nineteen Eighty-Four. Hypnosis and drugs were the keys to this brave new world. They left no black eyes or burn marks as evidence that an individual’s resistance had been forcibly broken, and no cages full of ravenous rats were required. The German expatriate scientists shared research (and their cavalier research methods) with American university departments as well as individual doctors, psychiatrists, and even hypnotists, and MKULTRA was born.

In retrospect, MKULTRA sounds like science fiction — the testing of mind-altering substances on unwitting citizens in a systematic effort to examine their reactions under operationally realistic conditions. The initial stages of the project involved feeding LSD to unsuspecting individuals. CIA personnel would spike each other’s beverages, and sit back and watch their colleagues run amok. Casualties included Dr. Frank Olson, an Army bacteriologist, who defenestrated nine days after drinking LSD-laced Cointreau. His family is still fighting a legal battle over compensation for his state-sanctioned murder.

Assisted by Col. George H. White, (a colorful federal narcotics agent and CIA consultant, described as an old-fashioned “rock-em, sock-em cop”), the CIA set up ‘safe houses’, complete with two-way mirrors, and populated them with hookers, junkies, dealers, petty criminals and other lowlifes. They’d dose this group with acid, and watch what happened, smug in the knowledge that, even if any of these subjects figured out they were being used for an experiment, their stories would never be believed. In a letter to Dr. Sidney Gottlieb, chief of the Chemical Division of the Technical Services Division of the CIA (and the man with overall responsibility for the program), White described his memories of MKULTRA as "fun, fun, fun. Where else could a red-blooded American boy lie, kill and cheat, steal, deceive, rape and pillage, with the sanction and blessing of the all-highest?”

Not content with the data gained from watching hallucinogen-driven sex between hookers and their johns, MKULTRA launched a campus recruitment drive, looking for more self-aware subjects who would be told they were taking part in an experiment, without knowing the true purpose of the drug tests. Their policy of using university students backfired somewhat when the kids began to enjoy their mind-altered experiences and decided to tune in and turn on without government help – the counter-culture of the 1960s is one of MKULTRA’s more impressive side effects.

Yet, in the corridors of power, messing with a generation’s minds was deemed entirely acceptable policy – because that’s what the enemy was doing. The forces of Communism were annexing the minds of U.S. citizens on U.S. soil. These were the glory years of the House of Un-American Activities Committee, the Hollywood Blacklist was in full effect, and high-ranking journalists and government officials were being unmasked as Soviet agents. Newspaper headlines, pulp thrillers and B-movies stoked fear of ‘the Red Menace’ and ‘the Enemy Within’ and the U.S. conducted its very own show trial, leading to the conviction and execution of Julius and Ethel Rosenberg. Desperate times require desperate measures: brainwashing.

This term, like all the best neologisms, was coined by a journalist, Edward Hunter. In 1950, he took it from the Chinese phrase (xǐ năo, "wash brain") used by Maoists to describe the favored techniques for overcoming ideological dissent (sleep and sensory deprivation, filthy living conditions, auditory and psychological harassment, group pressure) and applied it to the dazed and confused prisoners of war being shipped back from Korea. There was no concrete evidence to suggest the POWs had been subjected to anything but regular-issue torture, using methods that have been around since at least the days when the Spanish Inquisition were hunting witches. Nonetheless, Hunter – who had served as a spy during his foreign correspondent years in Japan and China – assumed that an iniquitous new scientific method had to be at work, sinister enough to be worthy of the Atomic Age.

Richard Condon’s 1959 novel, The Manchurian Candidate distills the essence of the era. Although a synopsis suggests the book is a terrifying thriller (an American marine, Raymond Shaw, taken prisoner in Korea returns to his native country reprogrammed as a political assassin, ready to respond to a trigger word from his handlers), it functions as sharp social satire. Condon says his aim was comedy, rather than feeding paranoia.

As a writer, I just clean house and point out stains on the carpet… Brainwashing existed in 1959; the very word had people terrified. It was like science fiction. McCarthy existed. Antagonism with Russia existed. At the time I was writing The Manchurian Candidate, all that was business as usual. What I did was point things out with melodramatic humor.

Much of the humor stems from the acidic portrayal of ‘Raymond’s mother’ (she’s never given a proper name), a self-serving Senator’s wife with Daddy issues that would make Electra blush. Depicted as a political animal in every cell of her ice-blonde being, she would do anything to

claw out recognition for herself within her chosen community. Her ambition was an extremely distressing condition. She sought power the way a superstitious man might look for a four-leaf clover. She didn’t care where she found it. It would make no difference if it were growing out of a manure pile.

Once he falls into the hands of the Koreans (and their Soviet and Chinese allies), her son is presented as an ideal candidate for brainwashing – he’s been manipulated for his mother’s political ends since before he was born, after all – and his mother’s position and influence put him above suspicion. Raymond’s been programmed via hypnosis to respond to the appearance of a Red Queen in a game of solitaire. This puts him into a trance, ready to absorb and obey orders, without his conscious mind having any memory of the assignment. He becomes what the MKULTRA scientists were hoping to create – a perfect assassin.

MKULTRA supplies a compelling and still-resonant meta-narrative, arcing from World War Two to the present day, giving us a jumping-off point for all kinds of current stories

The book attracted a lot of attention, but wasn’t a major bestseller. The movie, released in 1962 and starring Frank Sinatra and Janet Leigh, was picketed by both anti-Communist and Communist groups, but wasn’t a huge box office success. However, the events of November 22, 1963 bathed Condon’s “melodramatic humor” in a whole new light. Had political satire become historical fact? Was Lee Harvey Oswald pre-programmed by the CIA/the Mafia/anti-Castro Cubans/the Soviets (insert conspiracy theory of choice) to fire shots across Dealey Plaza? The term “Manchurian Candidate” embedded itself in the socio-political lexicon, and became even more resonant as the 1960s wore on, and more lone, confused gunmen failed to offer a satisfactory explanation for their acts.

In 1963, of course, no one outside the project knew much about the scope of MKULTRA’s activities, but in the wake of The Manchurian Candidate’s impact on the zeitgeist, other writers were picking up on the scientific theory of mind control and weaving it into their lurid fiction. In a grotesque example of art imitating life, the covert activities of MKULTRA mirrored some of the darkest places of these authors’ imaginations. Fictional mad scientists have always maintained a close kinship with their real-life counterparts – otherwise we wouldn’t find them frightening.

Dr. Ewen Cameron was an eminent psychiatrist who, unbeknownst to his patients, worked for MKULTRA from 1957 to 1964. He commuted from New York to Montreal, where he subjected his patients at the McGill Allan Memorial Institute to his theories about “psychic driving” and “depatterning” – all in the name of national security. His techniques included enforced coma (or “sleep therapy”), sensory deprivation, electro-convulsive therapy (at many, many times the usual levels) and incapacitating muscle relaxants. His stated aim was to wipe the psychological slate clean, removing the broken or traumatized personality, so patients could rebuild themselves as mentally healthy beings. The experiments resulted in prosopagnosia (inability to recognize faces), incontinence, amnesia, and some subjects had to relearn basic language and motor skills. Given that most of the people in Cameron’s waiting room were suffering from minor depression or anxiety — as opposed to full-blown schizophrenia – these methods were extreme to say the least.

Although the full horror of Cameron’s experiments wouldn’t be revealed until the Senate Intelligence Committee began its investigation into MKULTRA in 1976, the thinking behind them echoes through speculative fiction of the time. He brings to mind Dr. Benway in William Burroughs’ Naked Lunch (1959), “an expert on all phases of interrogation, brainwashing and control.” In The Quaker Cannon by Frederik Pohl and Cyril M. Kornbluth (collected in The Wonder Effect 1961), the Korean War is re-imagined as a war against the Utilitarians or Utes. The Chinese use “Blank Tanks” to crack mental resistance in prisoners:

The Blank Tanks are more than deafness. In them a man is blind, even to the red fog that reaches through closed eyelids. There is nothing to smell. There is nothing to taste. There is nothing except the swaddling-cloths… It is something like being unborn and something like never having been at all. There is nothing, absolutely nothing, and although you are not dead you are not alive either.

James Kennaway’s The Mind Benders (1963), is set in Oxford in the wake of the suicide of Professor Sharpey, director of a program of mind-control experiments based around the idea of sensory deprivation (described as “the first experiments in the physics of the soul.”) In an attempt to clear his boss’s name, his assistant, Longman, exposes himself to the same procedures:

When a man is submerged in this tank all sensations can be reduced to a minimum. He is utterly isolated; lonely, bewildered. Studying his behaviour in these conditions we find we have stepped into a new and frightening world.

Unfortunately for Longman, it’s a one-way trip, and he finds himself losing his grip on his mind, and the principles he once thought to be unshakable. “When pain and panic are extended this far there can be no identity.”

Anthony Burgess also explores mind control in A Clockwork Orange (1962). Violent sexual predator and killer, “wretched hoodlum” Alex is subjected to ‘the Ludovico Technique’. This involves an extreme form of aversion therapy, whereby Alex is injected with nausea-inducing drugs “while they flashed nasty bits of ultra-violence on the screen”. Pretty soon, the sight of a kicking boot or a punching fist or a spot of vigorous tolchocking is enough to reduce him to a vomiting, sniveling wreck, with a massive pain in the gulliver. But, says the presiding physician, Dr. Brodsky, it’s not quite enough.

You’re not cured yet. There’s still a lot to be done. Only when your body reacts promptly and violently to violence, as to a snake, without further help from us, without medication, only then—

Eventually, Alex reaches the required level of reaction to the thought of violence. A delighted audience of VIPs watches as he recoils from making even the barest attempt to defend himself from physical assault. The only voice of opposition raised belongs to the prison chaplain:

He has no real choice, has he? Self-interest, fear of physical pain, drove him to that grotesque act of self-abasement. Its insincerity was clearly to be seen. He ceases to be a wrongdoer. He ceases also to be a creature capable of moral choice.

At least Alex is aware of what’s happening to him, although he’s powerless to resist his reconditioning. This is a novel. Even an impotent victim like Alex exists within a logical framework of authorial intent. The real participants in MKULTRA’s mind control experiments had no such underlying narrative structure to give their story shape, or even any semblance of sanity.

Throughout the 1960s, leading fashion model Candy Jones was completely unaware that she was undertaking covert missions in the U.S. and abroad as “Arlene Grant”, an alter personality controlled by a hypnotist and CIA handler. It was only when she got married – to talk radio host “Long” John Nebel – at the end of 1972 that anyone noticed anything amiss. Nebel, disturbed by what he perceived as unpleasant shifts in his new wife’s personality, hypnotized Candy, and was amazed by the torrid tale that came tumbling out. The Control of Candy Jones (1976) by Donald Bain is pieced together from the recordings made of the hypnosis sessions.

Candy’s story is a twisted take on the American Dream. Born Jessica Wilcox in Atlantic City in 1925, she survived a lonely childhood dominated by an abusive mother. She took comfort in a group of imaginary friends, one of whom she named Arlene. Jessica grew into a statuesque blonde, and, after a name change to ‘Candy Jones’ at the behest of her modeling agency, became one of the most recognizable pin-ups gracing magazine covers and billboards in the 1940s. Naturally, she did her patriotic duty during World War Two, and entertained GIs in the Pacific as part of a theatrical revue. A bout of malaria and ‘jungle rot’ put her into a field hospital in the Philippines in 1945, where she met a young medic called Gilbert Jensen. Fifteen years later they met again in Oakland, in circumstances that were to transform Candy’s life.

During nightly hypnotism sessions, Nebel coaxed the story out of Candy of how Jensen hypnotized her with the intention of using her for secret missions for the CIA. Short on cash after a failed marriage, Candy agreed to undertake simple messenger duties for one of her CIA contacts. One of her letter drops was at Gilbert Jensen’s office. He was tasked with exploiting their previous acquaintance — and various MKULTRA-developed drugs and hypnotic techniques — and turning her into an independent CIA contractor. When her ‘alter’ Arlene emerged during one session (it’s not uncommon for abused children to generate alternate personalities to help them deal with the trauma), Jensen latched onto her as a viable covert identity for Candy. Arlene was the opposite to Candy, tough, strong-willed, sarcastic, and very protective of her alter-ego. Jensen trained Arlene to dominate Candy’s consciousness. When she heard the trigger (usually a sequence of electronic sounds over the telephone), Arlene would don a brunette wig and await further commands, going wherever Jensen told her. Often, her mission involved being subjected to sadistic sexual humiliation. Jensen delighted in showing off the total compliance of his subject, and, on one occasion, made her insert a lit candle into her vagina in front of an audience of CIA operatives. Candy had no conscious memory of this, but became distressed at the sight of flickering candles in a restaurant.

There are many bizarre elements to Candy’s story. It’s possible that Nebel made the whole thing up, or that he inadvertently implanted false memories during hypnosis (he had no previous experience). It’s possible that Candy suffered from dissociative identity disorder, and created Arlene as a glamorous, tough-as-nails, fictional alter. It’s also possible that Nebel, Candy and Bain were involved in some murky CIA disinformation campaign to suggest to the Soviets that MKULTRA had produced a network of Manchurian Candidates, and that even someone as high-profile as Candy Jones could, when triggered, perform as a deadly assassin. It’s difficult to dismiss the story entirely, as there’s supporting evidence in the form of a passport photo of Arlene/Candy, and a letter Candy wrote to her attorney, explaining that she sometimes went by the name of “Arlene Grant” and issuing instructions in case of her death “due to an accident or sudden illness.” The truth, as ever, is elusive, and very probably stranger than any fiction. Nonetheless, The Control of Candy Jones is a fascinating read, and its influence can be seen most recently in Joss Whedon’s 2009 TV show, Dollhouse.

MKULTRA wound down during the later 1960s and was officially halted in 1973. Despite the millions of dollars spent, the lives sacrificed, and the human rights violated, the CIA was unable to achieve their goal of total mind control. Their scientists were never able to make Richard Condon’s fictional Manchurian Candidate a reality, or even reprogram the hard-wiring of a reprobate like Alex in A Clockwork Orange. MKULTRA’s legacy lives on however, in the rumors woven into conspiracy theories about Jonestown and Waco. In The Men Who Stare At Goats (2004) Jon Ronson explores ongoing attempts by the U.S. military to harness the power of the mind for national security purposes. In Shock Doctrine (2007), Naomi Klein suggests techniques developed under the MKULTRA umbrella became the notorious KUBARK Counterintelligence Interrogation manual, used by the CIA to train death squads in Latin America in the 1980s, and as the basis for the regime at Abu Ghraib and Guantanamo Bay over the past decade. MKULTRA supplies a compelling and still-resonant meta-narrative, arcing from World War Two to the present day, giving us a jumping-off point for all kinds of current stories, from the latest Danny Boyle movie, Trance, to speculation about Colorado spree-killer James Holmes. But, for now, the nightmare visions of novelists like George Orwell, William Burroughs, James Kennaway and Anthony Burgess remain mostly in the realm of fiction. Your mind is still your own.

Mind control (also known as brainwashing, reeducation, brainsweeping, coercive persuasion, thought control, or thought reform) is a controversial pseudoscientific theory that human subjects can be indoctrinated in a way that causes “an impairment of autonomy, an inability to think independently, and a disruption of beliefs and affiliations. In this context, brainwashing refers to the involuntary reeducation of basic beliefs and values”.

Lessons Spanning Half a Century, 08 December 1994 [58 Pages, 3.48MB] – During the last 50 years, hundreds of thousands of military personnel have been involved in human experimentation and other intentional exposures conducted by the Department of Defense (DOD), often without a service member’s knowledge or consent. In some cases, soldiers who consented to serve as human subjects found themselves participating in experiments quite different from those described at the time they volunteered. For example, thousands of World War II veterans who originally volunteered to ‘test summer clothing’ in exchange for extra leave time, found themselves in gas chambers testing the effects of mustard gas and lewisite. Additionally, soldiers were sometimes ordered by commanding officers to “volunteer” to participate in research or face dire consequences. For example, several Persian Gulf War veterans interviewed by Committee staff reported that they were ordered to take experimental vaccines during Operation Desert Shield or face prison. The goals of many of the military experiments and exposures were very appropriate. For example, some experiments were intended to provide important information about how to protect U.S. troops from nuclear, biological, and chemical weapons or other dangerous substances during wartime. In the Persian Gulf War, U.S. troops were intentionally exposed to an investigational vaccine that was intended to protect them against biological warfare, and they were given pyridostigmine bromide pills in an experimental protocol intended to protect them against chemical warfare.

This report responds to a directive issued to the Senate Subcommittee on Constitutional Rights to conduct an investigation into behavior modification programs, with particular emphasis on the federal government’s involvement in the technology of behavior control and the implications of this involvement for individual rights. Two basic considerations motivated the investigation: first, the concern that the rights of human subjects of behavioral research are sufficiently protected by adequate guidelines and review structures; and second, the question of whether the federal government has any business participating in programs that may alter the substance of individual freedom. A method that has had its share of mistrust and professional neglect. Hypnosis in the past twenty years has been the subject of serious inquiry and sustained interest. During this time, and even before, professional hypnotists have speculated on the possibilities of using hypnosis in warfare and in intelligence work. III. History of MK-ULTRA. CIA program on Mind Control.

– Started during WWII with research on hypnosis for interrogation, secure courier duties, and reducing fatigue. Also research into effects of primitive drugs like barbiturates and cannabis as far as drug-assisted interrogation goes.

– George Estabrooks was the leading proponent of hypnosis as the be-all and end-all of manipulating peoples minds. His book, ‘Hypnotism’, published in the early forties, has been decried as too fantastic and improbable in terms of describing the capabilities of hypnosis with certain very suggestible subjects, but his arguments and examples remain valid to this day.

Estabrooks admitted in 1971 to creating hypnotic couriers and programmed multiple personalities for Military Intelligence purposes in this 1971 Science Digest article. MUST READ!!

– Start of Cold War and Korean War in particular gave a big boost to mind control research with the emergence of ‘Brain Washing’ as a common term. Supposedly a development of the dastardly Chi-Coms, the term was actually coined by a magazine writer later found to be on the CIA payroll as an agent of influence. Postulating a ‘brainwashing gap’ The CIA got the go-ahead for research into countering communist mind control efforts and developing their own to aid in the espionage wars.

– Hypnosis, drugs, and psycho-surgery; separately and combined, were the tools of this quest for the ultimate truth serum on the one hand, and the capability to create an agent who could not have his or her mission tortured out of them, or even be aware that they were carrying secret information given to them in an altered state of consciousness. More and more sophisticated drugs were experimented with, such as LSD, Ketamine, and Psilocybine. Lobotomy and the implantation of electrodes were considered as methods for creating a compliant agent. Electro-Convulsive Shock, combined with LSD, sedation for days at a time, and constantly replaying the patient’s own voice through helmet-mounted headphones was a notorious Canadian researcher’s recipe for mind control.

– One of the most remarkable cases of mind control involves a famous model of the late 40’s and 50’s named Candy Jones. In the book, "The Control of Candy Jones" the author reviewed hours of tapes made by Candy Jones and her husband which revealed a systematic program to create and manipulate alter personalities as the foundation for programmed couriers resistant to torture, where the primary personality would not even be aware of the secret information being carried. The information could be summoned forth via a post-hypnotic command or response to a pre-programmed cue.

– Research continued into early 70’s by CIA’s own admission during the Church hearings. John Marks, author of the best study of CIA mind control experiments, makes the subtle differentiation that the CIA congressional witnesses might truthfully say that all research done by the TSS Directorate had ended, since the programs were moved into other areas once operational techniques had been developed. Many of the names mentioned in reference to mind control research turn up in the few references to supposed dead-end research in ESP.

– There have been persistent rumors of Navy research involving attempts at telepathy from submarines under water, the Nautilus being the most famous of these. Detection of enemy submarines, and communicating with our own, has continued to be an important area of conventional research for the Navy, so it is no surprise that researching the use of ESP for these purposes would be of interest. Communicating with a submerged submarine is the only kind of communications where the very act of receiving puts the receiver in danger, since submarines must normally stick an antenna out of the water for high speed radio traffic, or rely on trailing a long wire antenna under water relatively near the surface to receive very slow speed traffic using ELF radio waves. Newer techniques may involve the use of blue-green wavelength lasers, but evidently penetration to any depth is still a problem.

If you look at telepathy as a problem in the transfer of information in a very noisy environment, then certain existing solutions suggest themselves: There have already been experiments in the transmission of five distinct symbols via telepathy, namely Zener card symbols. I suggest that there is already a way of transmitting information using two symbols only, namely Morse Code. Current ELF or VLF radio transmission methods for communicating with fleet ballistic missle submarines to issue them their launch orders involve very low data transfer rates, on the order of 3 to 30 bits per minute, if I am not mistaken. Messages are very short, consisting of pre-formulated action or targeting codes. I suggest that telepathic ‘Zener Morse’ is an operational technique for information transfer under severe signal to noise conditions. In fact the use of five Zener symbols would increase data transfer rates, but at the expense of a higher error rate due to the problems in discriminating between five and just two symbols.

IV. Current Developments and Reports.

– Reports of Project SCANNATE in 70’s, most likely done by Swann, since his method for RV is very similar to that reportedly used in this project; namely providing lat. & long. coords and telling what is there. Later changed to assigning random number for unique session number and Swann picked up location anyway.

– "The New Age Army:" Over the past 10 – 15 years a number of military personnel, most in significant positions in Military Intelligence, have expressed interest in and directed programs or projects that have explored paranormal activities and capabilities. Several government studies on Enhancing Human Performance took place during this time. Most, if not all of them, were savaged in the NRC study on Enhancing Human Performance, but recent critiques and rebuttals of this study have indicated severe irregularities in the evaluation procedures for papers submitted to the NRC study, suppression of favorable results, and a definitely one-sided evaluation panel.

– Much modern research in parapsychology tends to support the idea that Enhanced Perception is a survival-related trait from our distant past, not the tip of the iceberg as far as new emerging human powers go. This is supported by the observation that many psychic episodes center around catastrophic or traumatic events. Studies of Siberian and Eskimo shamans also show the development of ESP or similar shamanic powers due to injury, exposure to cold, and isolation. Dissociation with tendencies towards Multiple Personality Disorder also occurs in these Shamans due to their ordeals. This is in contrast to the experiences of most tropical shamans who tend to find their powers through exposure to mind-altering drugs.

The Vietnam war, with its exceedingly stressful combat environment of no clear-cut enemies combined with ambush being the normal way of making contact, produced a large body of individual reports stressing enhanced perception and awareness. This showed up as detecting ambushes and booby-traps before they were sprung; detecting the presence of enemy soldiers without any conscious sign of them; time dilation when bullets could be seen slowly traveling around the battlefield, and even reports of soldiers avoiding those bullets by jumping out of their paths as they were shot at.

Dr. Ian Wickramasekera of Eastern Virginia Medical School has studied the expansion of sensory input during trauma which would lead to time dilation, etc. This gentleman has also studied the effects of sensory deprivation on hypnotic susceptibility in young women.

In a recent article in U.S. News & World Report, John Gittinger, a CIA psychologist associated with a CIA front organization, the Human Ecology Society admitted to knowledge of experiments in developing ESP by giving electric shocks to subjects when they gave wrong answers.

– Recently, a Russian researcher in psychotronics, Dr. Igor Smirnov, has helped to start up a new Virginia company, called Psycho-Technologies, I believe. It is supposed to conduct research on various kinds of LTL technology, with a concentration on Soviet-developed psychotronic warfare capabilities involving the use of electromagnetic and sonic waves to influence and disable individuals or crowds. Supposedly this ranges from simply falling to influencing peoples thoughts via audio or visual subliminal messages.

V. Some of the players:

– The Monroe Institute, located near Charlottesville, Virginia. Bob Monroe, author of many books on Out of Body experiences, has long and close ties with the C.I.A. James Monroe, Bob’s father, if I’m not mistaken, was involved with the Human Ecology Society, a C.I.A. front organization of the late 50’s and 60’s. The Monroe Institute has done research on accelerated learning and foreign language learning through the use of altered states of consciousness for the C.I.A. and other government organizations. Government interest in the more radical research going on at the institute remains only tantalizing speculation. Official classified document storage boxes have been seen at their mail-order outlet located in Lovingston, VA.

– Albert Stubblebine and John Alexander. Both retired Army officers, a General and Colonel respectively. Both worked at U.S. Army Intelligence & Security Command, or INSCOM, Stubblebine as its head at one time. Stubblebine has publicly stated that an enlisted man under his command inadvertently ‘mentally fried’ an intelligence gathering computer located in Augsberg Germany. This was Lynn Buchanan, discussed later.

Alexander wrote the rebuttal to the NRC paper on Enhancing Human Performance. He used this rebuttal as the basis for a book he co-authored called "The Warrior’s Edge" which describes various techniques for enhancing performance and perception utilizing the power of the mind. Alexander currently heads up research on Less Than Lethal weapons at Los Alamos Nation Laboratories.

– Jack Houk, Aerospace Engineer, and his Spoon bending parties, done for last 12 – 15 years. Stubblebine, Alexander, and others have attended and hosted these parties. While even Houk admits that much of the bending activity that occurs is due to hysterical strength, people getting excited, etc. there are always a few really perplexing feats of bending at each party. Curled and twisted hacksaw blades comes to mind, since these normally snap if they are bent.

– Ed Dames and PSI-TECH, Military Intelligence alumni as contract RV’ers. Promises to provide RV services to corporate and government clients for $5,000 – $8,000 per week. Has supposedly spotted Iraqi chemical weapons depots, among others.

– S.A.I.C. involvement in 1993 American Parapsychological Association meeting arrangements, via their ‘Cognitive Sciences Laboratory’. Science Applications International Corporation is a big time defense contractor, has held the largest number of research contracts of any defense contractor. Bobby Ray Inman is on its board of directors, among others.

– Startup of TREAT, Center for Treatment and Research into Experienced Anomalous Trauma, by Rima Leibow. Leibow is a psychiatrist who started studying trauma associated with alien abductions, noting its similarities to PTSD. She has hosted open and closed meetings for the past six years. Leibow is a close friend of/ or married to Stubblebine, which certainly raises some interesting questions. Another abduction researcher and friend is Victoria Lacas, who happens to be married to Alexander.

– One other TREAT hanger-on, and friend of Stubblebine’s, is Lynn Buchanan. Buchanan offers services similar to PSI-TECH and has worked with Ed Dames on a contract basis. He taught a Remote Viewing workshop at the latest TREAT conference. Also offers continued training in RV skills to those whom he decides to work with. Veteran of INSCOM, and the famous ‘computer frier’ mentioned by Stubblebine.

– A real mystery man in all of this is C.B. Scott Jones: Ex-Navy Intelligence officer, one time aide to Senator Claiborne Pell, founder of the Human Potential Foundation; Jones appears to have his fingers in every ‘weird’ pie around. He has been involved with several UFO research organizations, dolphin-human communications research, served on the boards of several scholarly parapsychological research organizations. Jones strikes many people as a ‘Cardinal Richelieu’ figure, manipulating events behind the scenes, but rarely emerging into the spotlight.

There is literally no conference on parapsychology that he does not attend. He has traveled and done research with Alexander and Rima Leibow. He works at keeping very well informed about the ‘pulse’ of the New Age community and about UFO and parapsychological research in particular. He rarely writes anything for print, but keeps in contact with many of the players in the fields. He has presented papers to many conferences, most of the examples I have seen are complex, lengthy, and elaborate pieces of dis-information which leave the listeners more confused than when he started. This is an individual who bears watching.

VI. The Controllers by Martin Cannon.

One of the better discussions of current government mind control research is "The Controllers" by Martin Cannon. This monograph, over sixty pages in length, makes an excellent case that some alien abduction reports are merely the results of screen memories created by government researchers to cover up their mind control activities. The recurring problem, mentioned many times in John Mark’s book "The Search for the Manchurian Candidate", has been the difficulty in finding subjects that would not discuss their participation in secret experiments after they were completed. Military personnel could be ordered not to, assuming they remembered any details of their experience. Involuntary or civilian subjects could not be handled so easily.

Cannon makes a good case for the creation of screen memories as a way to handle the "experiment termination" problem. If total amnesia was introduced, subjects would have lost time to account for, and the human mind is resilient enough to try to fill in the details in such an obvious gap. Furnishing screen memories of alien abductions tends to: A. fill that gap, B. test the effectiveness of techniques for creating screen memories, and C. steer the subject away from discussing their experiences due to the ridiculous nature of their "memories".

Without going into too much detail, Cannon makes a good case for his hypothesis, based on anachronistic and out of character features found in many abduction accounts. He has a mass of supporting evidence demonstrating the current state of research being easily capable of generating such screen memories with the use of drug-augmented hypnosis. Current miniaturization of Virtual Reality gear means that a person could be presented with convincing images and sounds of alien beings and spaceships, all while under the effects of hallucinogenic/sedative/psychomimetic drugs. An interesting portion of Cannon’s monograph deals with the recurring mixture of references to psychic phenomena and military involvement in many abduction cases. This work is well worth reading.

VII. Putting It All Together in the Land of Speculation.

I have tried to show that there has been continued interest in "Extended Perception" and other psychic phenomena by varied government agencies. Their interest in mind-control is well documented and extremely unsettling. In order to go any further it is necessary to recap some key factors to remember about ESP-related psychic phenomena and mind control:

– "ESP", for lack of a better term, appears to be a survival-related holdover from more primitive times which tends to emerge at times of physical or mental stress or trauma. Severe trauma is also associated with dissociation and its extreme form, MPD. Stress-induced dissociation and personality fracturing was studied extensively during the MK-ULTRA program.

– ESP tends to appear in certain personality types, which are also associated with high levels of creativity and empathy, a tendency towards dissociation, and high levels of hypnotic susceptibility. You might guess that these individuals do not seem to flock to military or government service! The occurrence of ESP also depends on belief in and prior occurrence of ESP.

– The very existence of effective RV and PK capabilities would certainly be a national security issue, given the ramifications for the intelligence and military communities. There would be a vested interest in dissuading the general population from belief in these abilities, since belief is a critical component of the ability. This accounts for the confusing, contradictory, and disparaging flood of information from official and semi-official sources as to existence and legitimacy of research into ESP and related areas.

– There would be a strong desire for secrecy in any research, development, or operational deployment of these abilities. Obviously, locating "natural talents" would be quite important, since rogue RV’ers might trip over secrets they were not meant to have, or be coerced into working for other criminal groups or foreign intelligence services.

– There is compelling evidence that mind control research continues and operational techniques have been developed. Some percentage of "alien abduction" cases suggest instead that they are the results of memory manipulation instead. A subset of those cases involve military intelligence personnel and psychic phenomena.

This leads me to my final speculation:

– The "ideal" C.I.A. (N.S.A./O.N.I. etc., etc.) psychic talent would probably not be found in government or military ranks. This would necessitate locating these talents in some other fashion, most likely through New Age conferences, psychic workshops, or talent spotting at New Age festivals such as Starwood, or the Pagan Spirit Gathering.

– Since this talent would most likely be a civilian, not cleared for classified materials, it would be best if they did not even know they were being contacted by C.I.A. personnel, nor would it be desirable for them to remember any information developed through psychic means and passed on to our intelligence agencies. The ability to induce amnesia through chemical and hypnotic means and to create screen memories to cover activities during these amnesiac periods has been demonstrated.

– Severe stress and trauma has been shown to both improve psychic abilities and induce dissociation, sometimes leading to MPD. The use of alternate personalities to keep classified information secure has been documented.

– I believe that it is entirely possible to locate potential psychic talents and develop them into the equivalent of "Remote Viewing Robots" through the use of drugs, hypnosis, sensory deprivation, and severe psychological and physical trauma, otherwise known as torture. I believe that at first, these individuals might not know the full extent of their abuses and exploitation due to the current capabilities of mind control. Depending on their family circumstances, such individuals might simply disappear, or their experiences might be masked as alien abductions or other supposedly improbable events such as satanistic ritual abuse. I believe that our government has the means and the motivation to carry out such activities, and they certainly have the opportunity to do so.

MKULTRA and Other Documented U.S. Government Mind Control Programs

MKULTRA was a U.S. government research program on mind and behavior control which ran from the early 1950s into the 1960s. Rather than being terminated, though, MKULTRA was "rolled over" into other programs such as MKSEARCH. To dispense with such name-change games, MKULTRA is occasionally used to generically refer to U.S. government mind control operations, particularly those of the CIA.

 Parascope has some MKULTRA documents online, including the 1977 Senate MKULTRA hearing.

 The Ritual Abuse, Ritual Crime, and Healing site has online a listing of MKULTRA documents, including subprojects, in the John Marks Collection at the National Security Archive. The page does not give details of Subproject 119, which was a study of bioelectrical sensors, recording and analysis techniques, and "techniques of activation of the human organism by remote electronic means." Subproject 94 dealt with improving techniques already developed for "conditioning and control of animals" using "miniaturized stimulating electrode implants in specific brain areas."

"Non-Lethal" and Directed-Energy Weapons

Non-lethal (or nonlethal) weapons is a term used to describe weapons which can incapacitate, subdue, or alter the behavior of people without killing them or resulting in permanent harm. It is a misnomer, because the weapons can be lethal or crippling. Much of the recent publicity involves such weapons as bean bag guns and giant nets, which make for good public relations without revealing the more secretive technology. The real concern is electromagnetic and acoustic weapons (as well as chemical and biological agents), especially those that can be used covertly with "plausible denial."

 A Newsweek article from 1994, "Soon, ‘Phasers on Stun’" describes the push for so-called non-lethal arms.

…the list of exotic technologies that could be harnessed for nonlethal weapons is already large and growing. It includes lasers, microwaves, sound waves, strobe lights, electromagnetic pulses, microbes, chemicals, computer viruses — even giant nets…

…Sources tell Newsweek that the FBI consulted Moscow experts on the possible use of a Soviet technique for beaming subliminal messages to Koresh. The technique uses inaudible transmissions that could have convinced Koresh he was hearing the voice of God inside his head. The air force offered a top secret nonlethal system that, according to one source, "would have given [the FBI] the ability to make a surprise attack with a large number of agents." …

 Here is a recent U.S. News article, by Douglas Pasternak, on the newest generation of weapons in development. It is from July 1997, and is titled "Wonder Weapons: The Pentagon’s quest for nonlethal arms is amazing. But is it smart?"

By using very low frequency electromagnetic radiation — the waves way below radio frequencies on the electromagnetic spectrum — he [Eldon Byrd] found he could induce the brain to release behavior-regulating chemicals. "We could put animals into a stupor," he says by hitting them with these frequencies. "We got chick brains — in vitro — to dump 80 percent of the natural opioids in their brains,’"Byrd says. He even ran a small project that used magnetic fields to cause certain brain cells in rats to release histamine. In humans, this would cause instant flulike symptoms and produce nausea. "These fields were extremely weak. They were undetectable," says Byrd. "The effects were nonlethal and reversible. You could disable a person temporarily," Byrd hypothesizes. "It [would have been] like a stun gun."

Byrd never tested any of his hardware in the field, and his program, scheduled for four years, apparently was closed down after two, he says. "The work was really outstanding," he grumbles. "We would have had a weapon in one year." Byrd says he was told his work would be unclassified, "unless it works." Because it worked, he suspects that the program "went black." Other scientists tell similar tales of research on electromagnetic radiation turning top secret once successful results were achieved. There are clues that such work is continuing. In 1995, the annual meeting of four-star U.S. Air Force generals — called CORONA — reviewed more than 1,000 potential projects. One was called "Put the Enemy to Sleep/Keep the Enemy From Sleeping." It called for exploring "acoustics," "microwaves," and "brain-wave manipulation" to alter sleep patterns. It was one of only three projects approved for initial investigation.

 In February, 1998, the Joint Economic Committee of the U.S. Congress held hearings on Radio Frequency Weapons and Proliferation: Potential Impact on the Economy. These hearings dealt with anti-materiel weapons rather than anti-personnel weapons, but the testimony presented to the committee contains good general information on portable RF generation technology, etc.

 This pair of articles about non-lethal weapons appears in The Bulletin of the Atomic Scientists, Sept/Oct, 1994. The articles are "The ‘Soft Kill’ Fallacy" by Steven Aftergood and "Oh yes… they’re probably illegal" by Barbara Hatch Rosenberg.

 These are excerpts from "Microwaves and Behavior," by Don Justesen, American Psychologist, Mar. 1975:

Human beings can "hear" microwave energy. The averaged densities of energy necessary for perception of the hisses, clicks, and pops that seem to occur inside the head are quite small, at least an order of magnitude below the current permissible limit in the United States for continuous exposure to microwaves, which is 10 mW/cm^2….

To "hear" microwave energy, it must first be modulated so that it impinges upon the "listener" as a pulse or a series of pulses of high amplitude….

Sharp and Grove … found that appropriate modulation of microwave energy can result in direct "wireless" and "receiverless" communication of speech. They recorded by voice on tape each of the single-syllable words for digits between 1 and 10. The electrical sine-wave analogs of each word were then processed so that each time a sine wave crossed zero reference in the negative direction, a brief pulse of microwave energy was triggered. By radiating themselves with these "voice-modulated" microwaves, Sharp and Grover were readily able to hear, identify, and distinguish among the 9 words. The sounds heard were not unlike those emitted by persons with artificial larynxes.

Note that the published date is 1975. There is little doubt that improved modulation and microwave generation techniques have been developed in the meantime. This is a fairly sophisticated application of microwave harassment techniques. The same article notes that basic microwave heating can cause damage before sensations of heating are even noticed. Microwave attacks by thermal loading can inflict brain damage and other physical damage.

 The Air Force Research Laboratory has some reports online concerning the bioeffects of RF radiation, including the Radiofrequency Radiation Dosimetry Handbook.

 This report, by Julianne McKinney of the Association of National Security Alumni, was one of the first to openly describe microwave anti-personnel weapons and their use in harassment. Here is a copy at the Pink Noise site, "Microwave Harassment and Mind-Control Experimentation."

 This article by Tom Jaski, "Radio Waves & Life," in Popular Electronics, Sept. 1960, details some of the history of research into the biological effects of radio-frequency electromagnetic radiation. It describes research going back to the 1920s. Jaski also replicated some of these early results, as the following somewhat lengthy excerpt describes:

This brings to mind the work of a man who started publishing articles on this kind of subject more than 35 years ago. An Italian university professor named Cazzamalli placed human subjects in a shielded room, subjected them to high-frequency radio waves, and claimed to be able to record a "beat" which, he received on a simple untuned receiver consisting of a galena crystal, a small capacitor, antenna and sensitive galvanometer. Cazzamalli’s equipment, as well as it can be determined from his early articles, is shown in Fig. 1.

The one item which he never mentions, perhaps because he could not accurately determine it, is the power of his transmitter.

He published oscillograms purportedly showing variations of the "beats" when his subjects were emotionally aroused or engaged in creative efforts.

Later experiments delivered much more startling results: he found that some of his subjects would hallucinate under the influence of the high-frequency radio waves, which ranged all the way up to 300 MC.

The Cazzamalli experiments were carefully duplicated with modern equipment, of much greater sensitivity than his…

…a previous experiment had indicated in a rather startling way that power was not required to evoke effects in the human nervous system. In fact, there seemed to be some sort of resonant frequency applicable to each individual human…

To discover if this "something" was subjectively noticeable by an individual, a weak oscillator swept through the band of 300 to 600 MC with the request that the subject indicate any points at which he might notice anything unusual. The subjects were not allowed to see the dial.

At a particular frequency between 380 to 500 MC for different subjects, they repeatedly indicated a point with almost unbelievable accuracy (as many as 14 out of 15 times).

Subsequent experiments with the same subjects showed that at the "individual" frequency, strange things were felt. Asked to describe the experience, all subjects agreed there was a definite "pulsing" in the brain, ringing in the ears and a desire to put their teeth into the nearest experimenter.

The oscillator in this case was putting out only milliwatts of power, and was placed several feet from the subject.

 These are excerpts from the book Journey Into Madness by Gordon Thomas. The excerpts describe research into implants, and in particular some American war crimes in Vietnam involving brain surgery and implants on prisoners of war.

In a closed-off compound at Bien Hoa Hospital, the Agency team set to work with three Vietcong prisoners who had been selected by the local station. Each man was anesthetized and the neurosurgeon, after he had hinged back a flap in their skulls, implanted tine electrodes in each brain.

When the prisoners regained consciousness, the behaviorists set to work. The prisoners were placed in a room and given knives. Pressing the control buttons on their handsets, the behaviorists tried to arouse their subjects to violence.

Nothing happened.

For a whole week the doctors tried to make the men attack each other. Baffled at their lack of success, the team flew back to Washington. As previously arranged in the case of failure, while the physicians were still in the air the prisoners were shot by Green Beret troopers and their bodies burned.

 This New Scientist article by Duncan Graham-Rowe, "‘Smart dust’ could soon be spying on you," describes dust-sized nanodevices currently in development which can contain sensors and communicate data.

 Here is an article from ABC News about smart dust. The article is by Jack Smith and is from Nov. 1999. The particular application being discussed involves minute airborne particles, which the article reports might communicate information using small lasers.

Researchers at the University of California have built a prototype the size of a matchbox that contains temperature, barometric pressure and humidity sensors, and has the same computing power as an IBM desktop did 15 years ago.

The new prototype is about the size of an aspirin tablet and will get even smaller.

"In the time frame of a year," Kahn predicts, "we should have out first working prototypes that are the size of a grain of sand."

 This article in the IBM Systems Journal describes personal area networks which allow data to be sent through the body. For example, the authors describe "the business card handshake" whereby skin contact between two people could automatically transfer data between their personal data devices. While this is not specifically implant technology, the technique could be used for data I/O between an implanted device and other devices.

 Here are some excerpts from the book As Man Becomes Machine, The Evolution of the Cyborg by David Rorvik, written in 1973. They are online at Peter Grafstrom’s site (and here is a local copy). The excerpts contain descriptions of experiments in electronic stimulation of the brain (ESB) as well as some of Rorvik’s speculations on the future uses and abuses of such technology.

 This brief article appeared in Technology Review, May-June 2000. It mentions research into using laryngeal nerve signals to control an electrolarnyx.

 This page at the Whitaker Foundation describes a thought-controlled neuroprosthesis which combines implanted muscle stimulators with a computer to analyze brain waves. It allows a handicapped person to, for example, open his or her hand by simply thinking the command "open."

 These are some excerpts from the book Wildlife Radio Tagging: Equipment, Field Techniques, and Data Analysis, Academic Press, 1987. Even though the technology involved is typically not the latest cutting edge, the book is interesting because tagging and tracking techniques for animals are openly discussed, whereas applications of those techniques to humans tend not to be. (No one is surprised or doubtful when a scientist devotes himself or herself to monitoring animals 24 hours a day to study their behavior — and gets funding for it.)

Remote Monitoring and Thought Inference

This page deals with what might commonly be called "mind reading." More specifically and technically it deals with methods by which the thoughts a person is thinking can be inferred by analyzing physiological data obtained about that person from any sort of sensor devices. (This inference need not be 100% effective to be a powerful technique for information gathering from, and harassment of, a targeted individual. Even a remote heartbeat and breathing monitor, combined with surveillance cameras, would allow for thought inferences that would be extremely unnerving to a targeted person.) Combining such capabilities with techniques and technologies described on other pages of this site would allow for a "full-duplex" sort of mind manipulation.

 This article at the DOE Openness site deals with the remote measurement of physiological data using microwave techniques. It is titled "Measurement of Heart and Breathing Signals of Human Subjects Through Barriers With Microwave Life-Detection Systems."

 This 1981 Science Digest article by Gary Selden, "Machines That Read Minds," provides a good introduction to brainwave analysis as a means for thought inference. It describes some of the research being conducted at that time, and notes that the CIA actively funded such research.

 A technique described as brain fingerprinting has been developed to determine if a subject recognizes some aspect of a scene, etc. It is being marketed as a tool for law enforcement, like a brainwave version of a lie detector. It uses a technique like that described for the P300 "recognition wave" in the Gary Selden article above.

 Here is a brief excerpt from an article titled "Thought Control," by Peter Thomas, in New Scientist, March 9, 1996:

Last year, at the University of Tottori, near Osaka in Japan, a team of computer scientists lead by Michio Inoue took this idea further by analysing the EEG signals that correspond to a subject concentrating on a specific word…

The system depends on a database of EEG patterns taken from a subject concentrating on known words. To work out what the subject is thinking, the computer attempts to match their EEG signals with the patterns in the database. For the moment the computer has a vocabulary of only five words and takes 25 seconds to make its guess. In tests, Inoue claims a success rate of 80 percent, but he is working on improvements…

Note that the time to "guess" is not really meaningful by itself (depending on the computer and algorithm used) and that significant improvements to both the signal measurements and the pattern matching algorithm are almost surely possible.

 Scientists from the Department of Molecular and Cell Biology at the University of California, Berkeley, have successfully wired a cat’s visual system so that they are able to reconstruct computer images of what the cat sees. They attached electrodes to 177 cells in the thalamus region of the cat’s brain. Here is a BBC article, on the research, and these are images of the reconstructed views.  This page at the C.A.H.R.A site includes an L.A. Times article from 1976 about research into inferring thoughts and remotely measuring magnetoencephalograph (MEG) data.

 One source of information about a person’s thought process is where the eyes focus. Eye gaze monitoring devices are currently being marketed for the disabled and for applications like studying the effectiveness of advertising. One such system, originally developed at the University of Virginia, is called ERICA. Stanford University has an Advanced Eye Interpretation Project, and the following quote is from their web site.

Our patented work on inferring mental states from eye-movement patterns allows us to better describe what users are doing. This ongoing research moves beyond merely asking where a person’s eyes are focused, but aims to infer high-level behaviors from observing various patterns of eye-movement. Interesting results become apparent when behaviors such as "reading" and "searching" are analyzed as users interact with dynamic, complex applications.

What do people do when they read on-line news? How much do they read on which providers? The Stanford/Poynter Eyetrack2000 Project is analyzing typical users’ eye-movements and surfing behavior as they read on-line news to answer these (and many more) questions.

 Here is a Scientific American article describing how researchers can predict a rhesus monkey’s arm movements from brain recordings a fraction of a second before the monkey’s muscles move.

 This Wired article from 1993, "The Desire to Be Wired," is about neural interfacing. Among other topics, it discusses independent, do-it-yourself researchers of brain interfacing devices. The following excerpt describes an experiment in EEG transference. It is not sufficiently documented in the article to be taken as a scientific study, but is nonetheless interesting.

David Cole of the non-profit group AquaThought is another independent researcher willing to explore the inside of his own cranium. Over the years, he’s been working on several schemes to transfer EEG patterns from one person’s brain to another. The patterns of recorded brain waves from the source subject are amplified many thousands of times and then transferred to a target subject (in this case, Cole himself). The first tests on this device, dubbed the Montage Amplifier, were done using conventional EEG electrodes placed on the scalp. The lab notes from one of the first sessions with the Amplifier report that the target (Cole) experienced visual effects, including a "hot spot" in the very location where the source subject’s eyes were being illuminated with a flashlight. Cole experienced a general state of "nervousness, alarm, agitation, and flushed face" during the procedure. The results of these initial experiments made Cole skittish about attempting others using electrical stimulation. He has since done several sessions using deep magnetic stimulation via mounted solenoids built from conventional iron nails wrapped with 22-gauge wire. "The results are not as dramatic, but they are consistent enough to warrant more study," he says.

Subliminal Influencing

This page deals with methods by which people’s behavior can be influenced or modified without their conscious awareness that the influencing is taking place.

 This report by Greg Harrison, "Electromagnetics and the Mind," provides some documented information on subliminals and related technologies and techniques. In particular, it references Congressional hearings on the subject held in 1984.

 These excerpts by Anna Keeler from Jim Keith’s book Secret and Suppressed: Banned Ideas and Hidden History provide some information on subliminal influencing. The 1984 Congressional hearings are mentioned as well as uses of audio subliminals to decrease shoplifting. Much other good information as well.

 The abstract of a paper, "Control of ‘choice’ by application of the electromagnetic field equivalents of spoken words: mediation by emotional meaning rather than linguistic dimensions?" is at the Government Mind Control site (a private site). The paper appeared in Perception and Motor Skills, Dec., 1997. The web page also has other interesting abstracts.

 This page at Parascope deals with some of the history of subliminal influencing, and popular scares about it. Keep in mind, though, that these are rather unsophisticated techniques being discussed and that some of the sources (such as documents released by the CIA from the 1950s and 1960s) are not necessarily reliable on this topic.

Press and Media Coverups

Americans like to think of their supposedly free press as a watchdog on government, a fourth branch — especially because the press itself shamelessly promotes that myth. One of the first tenets for the control of a population, though, is to control all sources of information the population receives (or at least those it believes, with other sources discredited). The mainstream American press is a controlled corporate/government megaphone, and the few real exceptions prove the rule.

 The revelations of U.S. radiation experiments that occurred at the end of 1993 and which resulted in a Presidential Commission to study the situation were treated as a new story. But the information had been known for almost a decade, openly, and most news organizations chose to ignore the story. Even the dying victims of the crimes, known to our supposed press "watchdogs," were never informed. The sources of these the revelations? The original activists were ignored for some time, but even after the House Subcommittee on Energy Conservation and Power issued a report in 1986 detailing the abuses it took almost a decade for the press to report them. This story by Geoffery Sea in the Columbia Journalism Review, "The Radiation Story No One Would Touch," describes the coverup.

 This CIA document from 1991, at Ralph McGehee’s CIABASE site, describes recent CIA programs to influence the media:

a. PAO now has relationships with reporters from every major wire service, newspaper, news weekly, and television network in the nation. This has helped up turn some "intelligence failure" stories into "Intelligence success" stories…In many instances, we have persuaded reporters to postpone, change, hold, or even scrap stories… The document also describes the CIA’s ongoing contacts with academics.

 A good example of the mainstream press not publicizing, minimizing, and misreporting important information related to intelligence matters is the matter of the CIA’s involvement with drug trafficking. This is an article by Norman Solomon from the Fairness and Accuracy in Reporting (FAIR) web site, "Snow Job: The Establishment’s Papers Do Damage Control for the CIA." There are two sidebars to the article: "That Delusional Mindset" concerns media insinuations that black people are simply paranoid about the CIA, and "Our Man at the Post" is about Walter Pincus at the Washington Post.,

 This is an article by Alex Constantine on the CIA’s Operation Mockingbird which infiltrated and influenced news organizations inside the U.S.

 It was not just the press that the CIA set out to influence during the Cold War (and afterward, unless you believe all of this magically stopped sometime). The goal was to influence the entire culture in a way that benefited those in charge. Here are some reviews of the book The Cultural Cold War: The CIA and the World of Arts and Letters by Frances Stonor Saunders. First is one by James Petras at The Monthly Review. Next is a copy of a review (here is another copy) by Laurence Zuckerman from The New York Times. Here also is a review by Jeff Sharlet at The Chronicle of Higher Education. Yes, the CIA really applied Orwellian tactics to Orwell’s literature. They really supported abstract painting in the hopes of supplanting other art with political content. Do you think they would somehow not tamper with popular art and music?

 This article at Parascope on Operation Mongoose shows the extent to which the CIA, often via its press proxies, employs symbolism and cultural analysis to influence populations. This particular example deals with Cuba, but similar examples exist for other Central and South American operations.

During Operation Mongoose, Patchell reported, the CIA "decided that the ‘worm’ is preferable to the ‘fish’ and that it has been popularized by Castro and we should take advantage of it." (Castro had derided opponents of the revolutionary government as "gusanos" — worms.) By late 1962 the CIA was pushing the slogan "Gusano Libre!" — Free Worm! — in its broadcasts to Cuba.

Patchell suggested using catch-phrases such as "the worm will turn" to bolster the propaganda pitch. He also recommended using bible verses to spread the message, such as this quote from the book of Isaiah: "Their worm shall not die, and their fire shall not be quenched."

 This article by Noam Chomsky, "Propaganda, American-style," gives his observations on the system of thought control in the U.S., with emphasis on the media. It is an expanded version of a magazine article by Chomsky from 1988, including information from an interview and an essay (though it is not clear who expanded it).

One reason that propaganda often works better on the educated than on the uneducated is that educated people read more, so they receive more propaganda. Another is that they have jobs in management, media, and academia and therefore work in some capacity as agents of the propaganda system — and they believe what the system expects them to believe. By and large, they’re part of the privileged elite, and share the interests and perceptions of those in power.

"Legal" and Judicial Aspects of Mind Control

This page concerns the legal aspects of mind control, as well as how victims of harassment and nonconsensual experimentation are denied effective redress in the U.S. judicial system. I encourage victims to pursue legal avenues for ending their harassment and trying to learn exactly what all was done to them, but they should be well informed of the actual situation. This page does not constitute legal advice. Victims should consult a competent attorney — if they can even get one to take their case and can afford one after their years of abuse.

 The Smartnews site has online an article, "The Law and Mind Control," which looks at five legal cases involving mind control.

 This article in Probe magazine, "Mind-Control Part 1: Canadian and U.S. Survivors Seek Justice," March-April 2000, describes some mind control experiments involving nonconsensual LSD testing, electroshock "depatterning," sensory deprivation, etc. It also summarizes several victims’ lawsuits and the resulting stonewalling and machinations of the CIA even decades later.

 James Turner, in this article from the Hamline Journal of Public Law and Policy, Fall 1990, discusses his involvement in Orlikow, et al. v. United States, and general issues regarding public interest cases against the CIA.

This review of the CIA’s actions in the United States and Canada demonstrates how completely unprincipled was the Agency’s original brainwashing program, as well as its course of legal manoeuvers years later when it was required to answer for its misconduct. The story of the brainwashing suit and the barriers that were overcome before the CIA’s victims were finally compensated, illustrates both the formidable hurdles presented and the unique satisfactions gleaned in a public interest law suit.

 This article by Elaine M. Ramesh appeared in Risk, the official journal of the Risk Assessment and Policy Association, in 1997. It discusses the legal implications of the implantation of microchips in humans. The article is titled, "Time Enough? Consequences of Human Microchip Implantation."

Project Paperclip and Literal Nazi Connections

Project Paperclip was one of several government projects after World War II whereby Nazi scientists, some associated with Holocaust atrocities, were brought to the U.S. to work and live. Other Nazis, like Klaus Barbie, "The Butcher of Lyon," were used by U.S. intelligence and helped to escape from Germany and later to avoid capture.

 A memorandum prepared for the members of the Advisory Committee on Human Radiation Experiments which discusses possible Project Paperclip and Nazi links to American radiation experiments.

 Here is a web page at NameBase which lists books relating to Project Paperclip along with a few interesting excerpts. The following excerpt is attributed to the book Blowback by Christopher Simpson:

The CIA, the State Department, and U.S. Army intelligence each created special programs for the specific purpose of bringing selected former Nazis and collaborators to the United States…. The government employed these men and women for their expertise in propaganda and psychological warfare, for work in American laboratories, and even as special guerrilla troops for deployment inside the USSR in the midst of a nuclear war…. Hundreds, and perhaps thousands, of such recruits were SS veterans; some had been officers of the bloody Sicherheitsdienst (SD), the Nazi party’s security service.

 These are remarks by Mark Weitzman before the Nazi War Criminals Interagency Working Group at the web site of the National Archives and Records Administration.

Wide-Field Mind Control

Wide-field mind control refers to systems which can influence or affect the mental functioning or mood of people over a large geographic area. This page deals with wide-scale influencing via physical effects like electromagnetic fields and acoustic phenomena rather than by, for example, television broadcasts. Even if the percentage of a population susceptible to the influencing is small or the probability of influencing is low, significant effects could result from influencing a large enough population.

 This is a transcript of a CNN Special Assignment show, "Electromagnetic Weapons and Mind Control," from around 1985. It is online at the Mind Control Forum.

DeCaro: CNN enlisted the help of noted physicist Dr. Elizabeth Rausher and electrical engineer Bill VanBise to build and test an RF mind-interference machine from data found in Soviet scientific literature.

The machine itself was inexpensive and easy to construct using parts from a consumer electronics store. It emits a weak magnetic field pulsed at extremely low frequency. As the subject of the test I was blindfolded and my ears were blocked to prevent inadvertent clues as to what was happening. A magnetic probe was placed about 18 inches from my head. As the experiment began, two signal generators produced waveform patterns that were transmitted by the magnetic probe at about one one-thousandth of the Earth’s magnetic field strength.

VanBise — watching a chart recorder: Describe anything that you see, if any.

DeCaro: In the control room VanBise varied the waveforms being generated. In another room I could see waveforms changing shape in my mind.

DeCaro during experiment: A parabola just went by.

Rausher: A parabola just went by.

DeCaro: … Later, I asked VanBise what a weapon using this technology could do.

VanBise: Induce basically what would be considered hallucinations in people; direct them to do things against their so-called better judgment…

DeCaro: How easy would it be to assemble a weapon from existing off-the-shelf parts?

VanBise: Three weeks, I could put together a weapon that would take care of a whole town.

DeCaro: We showed the results of our test to Dr. Robert Becker, a two-time Nobel nominee for his work in the biological effects of electromagnetism.

Becker: This is a very significant experiment because it carries our understanding of how vision is actually performed a step further into the mystery.

 Michael Persinger’s article "On the Possibility of Directly Accessing Every Human Brain By Electromagnetic Induction of Fundamental Algorithms" from Perceptual and Motor Skills, June 1995, is archived at MindNet.

 This excerpt is from a 1977 Washington Post article by John L. Wilhelm, titled "Psychic Spying? The CIA, the Pentagon and the Russians Probe the Military Potential of Parapsychology." Despite the title and the references to parapsychology, the end of the article mentions research into ELF (extremely low frequency) radiation and mind control. The research was conducted at the Stanford Research Institute (SRI) and at the Navy’s Electronics Laboratory Center.

Operational Mind Control Systems

The other pages on this site tend to deal with individual technologies or techniques of mind control. This page deals with complete systems, whereby several techniques are combined to influence selected people and groups and where coverups and lies are employed to maintain secrecy. The main goal of this page is to get people thinking about the larger technological and sociological picture.

 To get a concrete, documented picture of how a group of people might go about covertly influencing individuals and entire societies it is instructive to study the techniques employed by the CIA in other countries. It does not take much imagination to get an idea of how the techniques and technologies of mind control would be employed in similar programs. The CIA’s covert action in Chile, 1963-1973, described in this report at Ralph McGehee’s CIABASE site, provides a good example.

 The following item is included because it discusses the use of combined techniques in a large-scale mind control operation, and because parts of it mirror the stated experiences of some mind control victims. It is therefore "food for thought," though it is not an official document; the claims of NSA involvement and some of the technological claims are unsubstantiated. The page is NSA Mind Control and Psyops and is at Wes Thomas’ site.

Activism Against Mind Control Abuses

These are some items related to activism against mind control abuses. Many U.S. citizens (and citizens of other countries) state that they have been harassed, tortured, and experimented on with high-tech devices. They describe symptoms which in many cases match the effects of technologies described on these pages. Nonetheless, these people’s claims are often met with ridicule and disbelief. In the United States, the actual history of such experimentation is not well publicized, and knowledge of the current state of mind control technology is almost nonexistent (or else it is politically expedient to pretend no knowledge of it). Remember that there are documented and acknowledged victims of MKULTRA and other mind control programs who are still ignored, ridiculed, and left to be considered mentally ill.

 The nonprofit group Citizens Against Human Rights Abuse (CAHRA) works to expose and stop abuses perpetrated using mind control techniques and technologies.

 The World Organization Against Torture, USA has recently issued a report on Torture in the United States. Among other abuses it includes a section on involuntary human scientific experimentation.


COINTELPRO stands for "counterintelligence program." It was an FBI program in the 1960s and early 1970s. It involved selecting so-called subversive people and groups for covert harassment, infiltration, and disruption. (Even groups such as women’s liberation groups were targeted.) In small letters, cointelpro refers to any such operation, including those that continued after COINTELPRO officially ended. (People are still in prison who were targeted and framed or set up by the original COINTELPRO.) MHCHAOS was a similar program by the CIA at around the same time which, for example, targeted independent newspapers and student groups. Much of what occurred under MHCHAOS, and who was targeted, is still classified as secret and not publicly known. This page contains links and items related to the sort of political harassment that occurred under COINTELPRO, regardless of the official designation or time frame.

 Here is an archive on U.S. Domestic Covert Operations at It contains a great deal of information on COINTELPRO, including how the course of U.S. history was altered by these criminal and undemocratic government actions — though this point is almost never mentioned in any of the nostalgic or supposedly informed retrospectives on the 1960s.

 The article "COINTELPRO Revisited: Spying and Disruption" by Brian Glick gives a brief introduction to COINTELPRO. Glick also discusses whether COINTELPRO really ended, and gives some advice for people and groups who may currently be undergoing cointelpro actions about how to cope with it.

 A good source of information on MHCHAOS is Angus Mackenzie’s book Secrets: The CIA’s War at Home. Here is a book review from the Columbia Journalism Review.

 This article by Verne Lyon, a former CIA operative, provides another description of Operation CHAOS. It is online at the Serendipity site and is titled, "Domestic Surveillance: The History of Operation CHAOS."

 The book The COINTELPRO Papers: Documents from the FBI’s Secret Wars Against Dissent in the United States, by Ward Churchill and Jim Vander Wall, documents COINTELPRO using numerous FBI documents. The entire book is online at Paul Wolf’s COINELPRO site. The book makes the point that there is no real reason to think COINTELPRO ever stopped, aside from name changes and increased secrecy. As an example of the documents, see the first page of the FBI’s 12-point master plan for COINTELPRO against the New Left and the second page. See this link at Pinknoiz for a description of the destruction of actress Jean Seberg’s life by the FBI because she supported the Black Panthers, based on the documents in Churchill and Wall’s book.

Nonconsensual Human Experimentation

This page deals with experiments of various sorts that are known to have been conducted on human beings without their consent, and often without their knowledge.

 The National Security Archive site has archived information about the activities of The Advisory Committee on Human Radiation Experiments, including the final report.

 This critique of the Advisory Committee report appeared in The Bulletin of the Atomic Scientists, Jan/Feb 1996.

"I have a suspicion that at root, there was too much deference to the experiment industry by this committee," Roisman of the Human Experiment Litigation Project said.

 The radiation experiments that the Advisory Committee dealt with are definitely not the only cases of nonconsensual experimentation, and in fact that committee only dealt with radiation experiments conducted before May 30, 1974. Besides radiation experiments, there are also known experiments in chemical and biological warfare, as well as mind and behavior control — but the nonconsensual victims of these experiments are still being kept in the dark as to the fact that they were used in experiments and what exactly was done to them. A U.S. News and World Report article from Jan. 24, 1994 describes some of these experiments and the unwitting victims still being denied their human rights.

…the government has long ignored thousands of other cold war victims, rebuffing their requests for compensation and refusing to admit its responsibility for injuries they suffered.

Continued secrecy and legal roadblocks erected by the government have made it virtually impossible for victims of these cold war human experiments to sue the government successfully, legal experts say.

Many of the stories of people whose lives were destroyed by mind-altering drugs, electroshock "treatments" and other military and CIA experiments involving toxic chemicals or behavior modification have been known for almost 20 years. But U.S. News has discovered that only a handful were ever compensated — or even told what was done to them.

Admiral Turner, in his 1983 deposition, conceded that "a disappointingly small number" were notified but defended the agency’s continuing refusal to declassify the names of the researchers and universities involved. "I don’t think that would have been necessarily the best way," Turner said. "Not in the litigious society we live in."

 These are Sen. John Glenn’s introductory remarks on bill S. 193 in the 105th Congress. The bill would have provided some protection to subjects of human experimentation, including classified experimentation. The bill was killed in committee. Glenn’s remarks detail why such a bill was needed — and is still needed.

You just think about your own family, your own son, your own daughter, or grandchildren who might be, the next time they go to a doctor, the subject of some medical experiment that they are not even told about. I do not think there can be many things more un-American than that.

 This is the text of a staff report prepared in 1994 for the Senate Veterans’ Affairs Committee, on military human experimentation (online at the A-albionic site).

 This site by Anthony Lalli has informative essays and other information related to human subjects protection, especially federal policy on human subjects research.

 Here is an article from the Penn History Review titled "Retin-A’s Wrinkled Past." It is by Jonathan Kaye and is from the Spring, 1997 issue. It discusses experiments on prisoners conducted by researchers from the University of Pennsylvania.

Revolution in Military Affairs

The "revolution in military affairs" (RMA) is a term that became popular in the early 1990s to describe the changes in military tactics, strategies, and doctrine that follow from (and lead to) the development and deployment of radically new technologies such as directed-energy weapons. It also includes such concepts as "information warfare." This page contains items related to these developments, as well as some general items on military practices.

  • In the report "The Revolution in Military Affairs and Conflict Short of War," Steven Metz and James O. Kievit of the Army War College describe the RMA in a cautionary manner. They envision a "future history" of a revolution of techno-authoritarianism, carried out in stages to alter some basic values of Americans that might stand in the way.

The advantage of directed energy weapons over conventional ones [in drug interdiction] is deniability. Against whom is such deniability aimed? …deniability must be aimed at the American people, who do not sanction the imprisonment, much less execution, of individuals without a trial…

Parascope has a description of some of the history of Army PSYOPS (Psychological Operations) in an article "Psywar Terror Tactics."

  • This article by Timothy L. Thomas, "The Age of the New Persuaders," is from Military Review, May-June 1997. It discusses manipulation, perception management, deception, and psychological operations. The following excerpt describes psychological manipulation devices.

psychological– this device turns personality weaknesses to one’s advantage, or provokes an individual to lose control. Under the influence of these conditions, the object may make mistakes which can benefit the manipulator. These methods included: –a statement with multiple-meanings, which shows the object much is known about him, but for some special motives is not being revealed; –citing authorities whose opinions cannot serve as evidence of the subject being discussed; –providing unsupportable pledges and promises in advance; –creating an atmosphere of trust, although in reality the manipulator hardly knows the object; –pretense of unity of thinking and closeness in spiritual values and interests; –discredit the person influencing the object and interfering with the manipulator’s achievement of his goal; –offering sympathy and support to the object under circumstances that eventually can be turned to the manipulator’s advantage. One can use an object’s vanity and conceit to advantage. This can be done by flattery and respect, and drawing one’s ally into the conversation against the object. The ally can offer mockery, insults, and disinterest to what the object says, and one can then appear to be more reasonable by disagreeing with the ally and agreeing with the object to gain trust.17

  • Here are two articles by Frank Morales which discuss the trend toward the militarization of the police, and the increasing involvement of the military in domestic police operations. The first is from Covert Action Quarterly, Spring-Summer 1999, "The Militarization of the Police." The second is a longer version of an article that appeared in CAQ‘s Spring-Summer 2000 issue. It is titled "U.S. Military Civil Disturbance Planning: The War At Home." (The article is also online at the the Cryptome site.) Among other topics, this article discusses the increasing circumvention of the Posse Comitatus Act. From the second article:

As this and numerous other documents reveal, U.S. military training in civil disturbance "suppression", which targets the American public, is in full operation today. The formulation of legitimizing doctrine, the training in the "tactics and techniques" of "civil disturbance suppression", and the use of "abusable", "non-lethal" weaponry, are ongoing, financed by tax dollars. According to the Pentagon, "US forces deployed to assist federal and local authorities during times if civil disturbance…will follow use-of-force policy found in Department of Defense Civil Disturbance Plan-Garden Plot."  The International Committee of the Red Cross (ICRC) has some articles online dealing with torture. This article is titled "Torture and Its Consequences."

First, it must be emphasized that merely "listing methods", a practice all too often used in the documentation of torture, is not an efficient way of dealing with the issue. Such listings cannot convey the real horror of a situation, and tend to separate "physical methods" from "psychological methods".

Second, it has to be underlined that visible and apparent lesions are only part of the story, and may indeed not be the worst part at all. ICRC delegates are trained to see beyond the mere scars or marks of torture they may initially see or be shown. "The worst scars are in the mind" (quoted from Dr. Sten W. jakobsson, Stockholm) [5], and it is much easier for torture victim to show the wounds on his back than to the about the wounds on the soul. What could be called the "WYSIWYG" (term meaning "What You See Is What You Get") approach to documentation should be avoided at a costs. Sequelae of torture have been widely documented elsewhere [6,7]. Unfortunately, many health professionals who work with asylum seekers, for example, have to produce "physical evidence" to prove that torture has taken place. Psychological evidence of torture has yet to be accepted in most countries as valid evidence.

U.S. Domestic Spying

This page concerns the long history and continuing practice of the U.S. government spying on its own citizens.

 The American Civil Liberties Union (ACLU) now has an Echelon Watch web site.

 John Young’s Cryptome site has links to many items related to cryptography, spying, etc. It is updated on an ongoing basis and is worth checking regularly.

 Retired intelligence officer Mike Frost worked at Canada’s CSE, their equivalent of the NSA. He has recently worked to expose some of the abuses of the international spying system generically known as ECHELON, appearing on 60 Minutes and other shows. In this CBN News story, "Surveillance Society: A Spy’s Story," he describes the system as well as some of the harassment he has received since working to expose it.

"The pressure is being applied very subtly," he says. "Letters that arrive in an opened condition, strange things happening to my answering machine when I’m not even in the house — it becomes unplugged or turned off, or turned on and plugged in, strange footprints on my carpet, very subtle things. Not that I can go to anyone and say somebody broke into my home, because there is no sign of forced entry in any way. Constantly, my friends will say, what’s the matter with your phone; there’s an echo. So these things are being done just to keep me on my toes a little bit, and I’m aware of that."

 It is commonly believed that the CIA is not allowed to operate domestically within the United States, i.e., to spy on Americans in the U.S. This is not the CIA’s interpretation of the law, however, as indicated in the CIA’s own Frequently Asked Questions list.

Abuses of Psychiatry and Politicized Science

This page concerns the abuse of the "healing professions" of psychiatry and psychology, and the long history of CIA and intelligence involvement in that community. It also deals with the manipulation of the scientific and engineering establishment to suppress knowledge of technological developments crucial to people’s health, well-being, and even their basic human rights.

 Dr. Robert Becker is a pioneer in electro-medicine and was twice nominated for the Nobel Prize. This is an excerpt from his book Cross Currents (1990) in which he describes the conspiracy to suppress research into and knowledge of nonthermal electromagnetic effects.

 Here is an interview with Dr. Colin Ross that is part of the CKLN-FM mind control series. He discusses a number of topic regarding mind control, including its relation to his profession of psychiatry.

It’s a very strange story. It tells us that there is something going on in our culture and in the mental health field that is hidden and secret. This is another kind of incest secret in the field of psychiatry that all of these people who have been running psychiatry in the latter half of the 20th century are either directly or loosely connected to a whole huge universe of covert hidden secretly funded mind control research, and as I emphasized, that’s a fact….

So this really went on, they really used psychics operationally and they believed in it enough to keep spending millions of dollars on it for several decades probably. Now when you read all the Senate materials from the 1970’s and you read all the existing literature, the claim of the intelligence community was that all this mind control research was stopped in 1973 due to Senate oversight and so on. One of the MKULTRA sub-projects is on the paranormal, esp and using esp for covert operations purposes. That element of MKULTRA didn’t stop in 1973. We now know from the CIA itself that it ran on until 1984. So we know for a fact that at least that element of this mind control research program that was said to have stopped in 1973, continued to 1984. My position is that it is simply implausible that this stuff isn’t ongoing up to the present….

Ewen Cameron, former Head of the Quebec Psychiatric Association, the Canadian Psychiatric Association, the American Psychiatric Association, the World Psychiatric Association – in fact, the founder of the World Psychiatric Association – and also one-time President of the Association for Biological Psychiatry. As politically connected a guy as ever existed in the entire field of psychiatry in the 20th Century, with his obituary in the American Journal of Psychiatry, funded through MKULTRA and Human Ecology Foundation, did LSD and other hallucinogen research funded by Canadian military and the CIA and was successfully sued (he had already died) – the CIA settled out of court actually…

(Ross does not mention that "psychic research" might be used as a cover for research in electronic and acoustic techniques, with eager "volunteers.") Ross’ talk also has a second segment.

 This is a PubMed abstract to a German article on Stasi persecution syndrome. It would seem that there should also be a CIA persecution syndrome or an FBI persecution syndrome, since those organizations are also known to have covertly harassed individuals with the intention of inflicting psychological harm.

Mind Control and Children

The past and present of mind control research involves unspeakable atrocities committed against citizens. Perhaps the most hideous of these crimes involve mind control experiments on children. Because of the explosive and disgusting nature of such experiments there is even less information publicly available about them than about mind control atrocities committed against adults. Nonetheless, such experiments are known and documented to have been conducted.

"A person who claims to have been a victim of government mind-control programs is generally not going to be believed and is going to be considered mentally ill," said Mr. Scheflin. "And, indeed, a lot of people suffer from the neurotic delusion that they were victims of mind control. But not all of them are delusional. Otherwise there would be no victims. We know there are victims, because we know the experiments were done."

…Alan Scheflin believes the full story of government interest in mind control has yet to be told. "We know beyond any shadow of a doubt that the CIA and army mind-control programs were much bigger, and much broader and much more extensive that we have knowledge of at this time." … Mr. Scheflin notes that 149 projects involved work with children at juvenile facilities, but the records disclosed to date do not paint a complete picture.

According to this article from Southam News, the Royal Canadian Mounted Police spied on students as young as 13 during the Cold War. This spying on high school and university students continued until 1984, when the unit was disbanded.

By the 1970s, the Mounties were worried about young girls becoming involved in the feminist movement. One police note tells of several girls gathering to discuss birth control and women’s liberation.

Mind Control in Virginia

 A Richmond company, Psychotechnologies Corp., holds the American rights to Russian psycho-correction technology, according to this 1993 Defense Electronics article. The device was considered for use against David Koresh in the Waco standoff.

In a series of closed meeting beginning March 17 in suburban Northern Virginia with Dr. Igor Smirnov of the Moscow Medical Academy, FBI officials were briefed on the Russian’s decade-long research on a computerized acoustic device allegedly capable of implanting thoughts in a person’s mind without that person being aware of the source of the thought.

The Monroe Institute is located in Faber, Va. They do research in "Hemi-Sync" audio technology, and hold several patents on the devices. (This typically involves sending different signals to each ear with an encoded beat pattern.)

"Standard" Surveillance Technologies

This page concerns such "standard" surveillance techniques as pinhole cameras, audio bugs, and through-the-wall radar. While such technologies are known by most people to exist at least from spy stories and such (with a few exceptions such as through-the-wall radar), many do not realize how available the devices are or how miniaturized they have become. Such devices can play an important role in mind control operations by providing feedback about a targeted person (for example in the operant conditioning of a person inside his or her home using remotely operated aversive stimuli). That is, it is important to consider how such feedback can be used in combination with the technologies described on other pages of this site to "close the control loop."

 The Granite Island Group Technical Surveillance Counter Measures (TSCM) site has a great deal of information on eavesdropping devices, detection (sweeping) techniques, TEMPEST technology, etc. The Spy Tech Agency has a similar site.

 This article from Covert Action Quarterly, Spring 1996, concerns the increasing ability of technology to track and "profile" the actions of citizens. It is by David Banisar and is titled, "Big Brother Goes High Tech."

 This report, "An Appraisal of the Technology of Political Control," is a working document (though not an official document) of the European Parliament Scientific and Technological Options Assessment Programme (STOA). This copy is online at the Cryptome site. It is quite readable, and discusses recent technological developments applicable to political control. It also discusses the potential impact of the technologies on political systems, their legitimacy, and their level of authoritarianism.

Hypnosis and Trauma Conditioning

This page concerns the conditioning and controlling of human beings by way of hypnosis and purposely induced trauma. It has been well-known to torturers and mind manipulators, since at least the studies of Korean War prisoners in the 1950s, that inducing trauma, dependency, sleep deprivation, and guilt can be used to "turn" some people and alter their beliefs and behavior. Hypnosis is another technique which can go far beyond the public perception that hypnotized people cannot be induced to violate their basic sense of morality or belief.

 This site at Parascope, Hypnosis in Interrogation, provides an introduction to a CIA document on hypnosis as well as a link to the document itself.

 This early MKULTRA document from 1953 discusses experiments to be conducted in hypnosis. It is also online at Parascope. Among other experiments, research on "hypnotically induced anxieties" was planned, as well as research in the recall of hypnotically acquired information triggered by "very specific signals."

 These excerpts from a 1971 Science Digest article, "Hypnosis Comes of Age" by G.H. Estabrooks, appear at Tom Porter’s site. Estabrooks discusses military uses of hypnosis such as creating multiple personalities in subjects for their use as couriers.


For many Americans, the 1950s were a docile decade. In U.S. history books, the period is mostly portrayed as a mellow, orderly one, especially in light of the social upheavals that followed in the 1960s. But for the CIA, the "I Like Ike" years were packed with adventure and action, much of it conducted outside of the public’s view. Few programs were sheltered with more secrecy than the Agency’s mind control experiments, identified together with the code-name MKULTRA.

Concerned about rumors of communist brainwashing of POWs during the Korean war, in April 1953 CIA Director Allen Dulles authorized the MKULTRA program, which would later become notorious for the unusual and sometimes inhumane tests that the CIA financed. Reviewing the experiments five years later, one secrecy-conscious CIA auditor wrote: "Precautions must be taken not only to protect operations from exposure to enemy forces but also to conceal these activities from the American public in general. The knowledge that the agency is engaging in unethical and illicit activities would have serious repercussions in political and diplomatic circles."

Though many of the documents related to MKULTRA were destroyed by the CIA in 1972, some records relating to the program have made it into the public domain, and the work of historians, investigative reporters, and various congressional committees has resulted in the release of enough information to make MKULTRA one of the most disturbing instances of intelligence community abuse on record. As writer Mark Zepezauer puts it, "the surviving history is nasty enough."

The most notorious MKULTRA experiments were the CIA’s pioneering studies of the drug that would years later feed the heads of millions: lysergic acid diethylamide, or LSD. The CIA was intrigued by the drug, and harbored hopes that acid or a similar drug could be used to clandestinely disorient and manipulate target foreign leaders. (The Agency would consider several such schemes in its pursuit of Cuban leader Fidel Castro, who they wanted to send into a drug-induced stupor or tirade during a public or live radio speech.) LSD was also viewed as a way to loosen tongues in CIA interrogations.

In his thorough book on MKULTRA and similar projects, The Search for the "Manchurian Candidate," John Marks reports that most of the CIA researchers tried LSD themselves. In fact, an early phase of the experiments was probably the setting for the first acid trip in the United States — experienced by a courageous CIA man no less!

The fact that these experiments took place is remarkable in and of itself, but the story of the CIA’s LSD trips approaches the unbelievably bizarre when the cast of characters is considered. In his recent history of the early exploits of the CIA, The Very Best Men, Evan Thomas describes Sidney Gottlieb, the Stranglovian scientist who ran the MKULTRA project: "Born with a clubfoot and a stutter, he compensated by becoming an expert folk dancer and obtaining a Ph.D. from Cal Tech. A pleasant man who lived on a farm with his wife, Gottlieb drank only goat’s milk and grew Christmas trees, which he sold at a roadside stand." When he wasn’t busy on the farm, Dr. Gottlieb was dosing subjects with LSD-laced drinks, scrutinizing their reactions, and searching for qualities of the drug that would benefit CIA covert actions.

The CIA’s LSD experiments were conducted on many unwitting subjects, most often prisoners or patrons of brothels set up and run by the Agency, which had installed two-way mirrors in the establishments to allow for observation of the drug’s effects (these studies were referred to as "Operation Midnight Climax"). Some of the MKULTRA subjects who were informed faced even more inhumane treatment: during one experiment in Kentucky, seven volunteers were given LSD for 77 days straight.

One of the experiments probably proved fatal. On November 19, 1953, an Army scientist and germ warfare specialist named Frank Olson, who was working on an MKULTRA project, was slipped a solid dose of LSD in his drink. Then, after spending eight days stumbling about in what many observers described as a paranoid, depressed state, Olson jumped through his hotel window in New York and fell ten stories to his death.

The Agency covered up its role in Olson’s demise, and twenty-two years would pass before his family would learn of the events leading up to his death. When the CIA’s acid exploits were made public in the mid-1970s, the Agency found itself facing heavy criticism. One Senate committee put it this way in 1975:

"From its beginning in the early 1950s until its termination in 1963, the program of surreptitious administration of LSD to unwitting non-volunteer human subjects demonstrates a failure of the CIA’s leadership to pay adequate attention to the rights of individuals and to provide effective guidance to CIA employees. Though it was known that the testing was dangerous, the lives of subjects were placed in jeopardy and were ignored…. Although it was clear that the laws of the United States were being violated, the testing continued."

Though the most prominently discussed aspect of MKULTRA is the CIA’s LSD work, the program included many other unusual investigations relating to the science of mind control. CIA researchers probed the potential of numerous parapsychological phenomena, including hypnosis, telepathy, precognition, photokinesis and "remote viewing."

These studies weren’t conducted merely to satisfy the CIA’s scientific curiosity — the Agency was looking for weapons that would give the United States the upper hand in the mind wars. Toward that objective, the Agency poured millions of dollars into studies probing literally dozens of methods of influencing and controlling the mind. One 1955 MKULTRA document gives an indication of the size and range of the effort; the memo refers to the study of an assortment of mind-altering substances which would:

  • "promote illogical thinking and impulsiveness to the point where the recipient would be discredited in public"
  • "increase the efficiency of mentation and perception"
  • "prevent or counteract the intoxicating effect of alcohol"
  • "promote the intoxicating effect of alcohol"
  • "produce the signs and symptoms of recognized diseases in a reversible way so that they may be used for malingering, etc."
  • "render the indication of hypnosis easier or otherwise enhance its usefulness"
  • "enhance the ability of individuals to withstand privation, torture and coercion during interrogation and so-called ‘brainwashing’"
  • "produce amnesia for events preceding and during their use"
  • "produc[e] shock and confusion over extended periods of time and capable of surreptitious use"
  • "produce physical disablement such as paralysis of the legs, acute anemia, etc."
  • "produce ‘pure’ euphoria with no subsequent let-down"
  • "alter personality structure in such a way that the tendency of the recipient to become dependent upon another person is enhanced"
  • "cause mental confusion of such a type that the individual under its influence will find it difficult to maintain a fabrication under questioning"
  • "lower the ambition and general working efficiency of men when administered in undetectable amounts"
  • "promote weakness or distortion of the eyesight or hearing faculties, preferably without permanent effects"

Few of MKULTRA’s objectives were realized, but the very conduct of these experiments caused many critics of the CIA to argue that successful or not, CIA scientists shouldn’t pry at the doors of perception.

MK ULTRA PROJECT /// Ultimate ‘zombie’ mind control : Myths and facts about weapons of the future

A speech by the Russian Defense Minister promising to modernize his army caused a firestorm in the Western media – which accused Russia of developing mind control weapons that turn people into zombies. The truth is more complex, but no less scary.

­“The development of weaponry based on new physics principles – direct-energy weapons, geophysical weapons, wave-energy weapons, genetic weapons, psychotronic weapons, and so on – is part of the state arms procurement program until 2020,” Minister Anatoliy Serdyukov reported to President-in-waiting Vladimir Putin during their latest meeting.

Some media focused on “psychotronic” weapons – wonder devices that use energy waves to control enemy behavior, effectively turning him into a “zombie.” Several papers went on to speculate that these would be used internally against political “dissidents.”

While rumors of Soviet, then Russian psychotronic weapons have surfaced repeatedly for decades, not one has been able to produce a working psychotronic gun, or even explain what mystery rays would allow its owner to control other people’s brains.

Although it involves reading into his words (and military officials the world over often either overstate or try to conceal their country’s military capabilities) it is more likely that the minister referred to something more akin to infrasonic weapons. These unleash sounds at a frequency lower than the human ear is able to detect, or cope with. Previous tests have revealed that these weapons can demoralize their targets, and even cause brain damage. On the other end of the scale, ultra high frequency noise also causes severe discomfort. Perhaps, Russia possesses militarized versions of the high-pitched Mosquito emitters that have been used in the UK to stop teenagers (who are better able to hear them than adults) from loitering in public.

More alarming is Serdyukov’s mention of genetic weapons. These are commonly understood as biological weapons modified in such a way that they would target, say one race, but not another. So far, it has been difficult to engineer viruses precisely enough that they would attack only the enemy but none of your own side. Furthermore, these weapons are banned by the international Biological Weapons Convention – to which Russia is a signatory – and developing them would earn Russia severe censure from the international community.

Direct-energy weapons – such as heat rays – are another innovation that have been long-advertised but has seen limited action. Heat rays, such as used in the US Active Denial System deployed in Afghanistan and Iraq, cause unbearable pain to the skin of the target, forcing them to run away, but are not intended to kill. They are often used for crowd control, but are cumbersome and take time to set up.

Meanwhile, lasers have been a weapon of choice for every military buff since at least Star Wars. While they are undoubtedly destructive, gathering enough energy to power one makes them hard to produce – rather than nifty hand guns, we are more likely to see giant missile interceptors. The cost of the technology remains prohibitive.

Perhaps the most terrifying category of potential weapons is geophysical – those that use the environment. For example, a charge detonated in a correct place could set off an earthquake or a tsunami, while chemicals released in the air can ground an enemy air fleet with a severe storm. It is unclear how far these technologies have advanced, but by their very nature, they are likely to unleash unbridled destruction.

So even without turning them into zombies, there are plenty enough new ways to disable or kill potential enemies. But bearing in mind their cost and impracticality, more likely than not, it is conventional rockets and bullets that will dominate the military conflicts in the next decade at least.



MK ULTRA PROJECT : Propaganda & Mind Control

The following article was written by the editor of S.M.A.R.T. Please use caution while reading this article. It may be heavy for survivors.

After seeing a variety of articles and letters on and off the web that I believed either knowingly or unknowingly used propaganda and/or mind control techniques, I thought it would be a good idea to print an article about this, so that survivors would be able to recognize these techniques and protect themselves against them or avoid them.

Please note: I haven’t listed all techniques below. Please refer to the articles listed following the article for additional techniques.

Name Calling

This can include being called negative names (used inappropriately) like liar, psychotic, paranoid, crazy, communist, etc. The purpose, intentional or unintentional, of the usage of these names is to discredit the person they are being used on, without discussing the facts of the debate or topic. Sometimes names are used to shock the listener, which may put the listener into a more susceptible mind state and not critically think about the topic but simply accept the negative name or opinion subliminally.

Glittering Generalities

Democracy, capitalism or other ideas are often discussed in these terms. These terms may be described positively without a critical analysis of all sides of the issue. The important thing is to look at the ideas behind the terms and analyze them critically. A group may also only discuss the positives of the organization, ignoring any negative criticism about the group. The important thing is to check out any group or organization as completely as possible before joining. But I believe it is also important to trust people when they are safe, so that we can recover by sharing and connecting.


A user of propaganda may use terms like “many,” “a lot,” “numerous,” or “a few” without backing up these numbers or statistics. The usage of these words may make a person or organization look better or worse without data or substantial proof.

Emotional Manipulation

Sometimes it is important to look at the argument(s) with as little emotion as possible, and try to see the facts only.

From an old site no longer on the web:, “…there are four elements to a successful fear appeal:

1) a threat,

2) a specific recommendation about how the audience should behave,

3) audience perception that the recommendation will be effective in addressing the threat, and

4) audience perception that they are capable of performing the recommended behavior.” Groups may also use these techniques on their members. They may say, “If you don’t do this, then the world will end, we will close our doors, etc.” For members that are very needy or attached to the organization or person making the statement, this threat may be very difficult to ignore.

In E-mail, this may be caused by the use of numerous brackets in bold or the use of capital letters. The writer may say things like, “apples are always red,” and then, “apples are always blue,” to cause confusion in the reader and make them more susceptible to the ideas in the Email. While the mind is trying to figure out which statement is true, the reader’s mind may become more susceptible to the suggestion or idea.

Sutphen in his article talks about “Shock and Confusion,” how people go into a meditative state when scared and are more likely to be compliant to the second suggestion. If people are made to feel guilty that they were given something, they are more likely to follow the next command, like give money, etc.

For survivors, I think the important thing is to realize when these techniques are being used on us. To fight the second suggestion and not follow it blindly. This may entail leaving the area immediately and going to a safe spot. Online this may mean reading certain E-mails with support people present. And to avoid those that may use these suggestions on us whenever possible. Learning how to develop safe support systems and safe resources can help with this. I believe it is dangerous to believe that we can’t be MC’ed.

Guilt may also be used as a technique, especially on survivors. Making people feel like they haven’t done enough for a particular group or organization, asking people to do things without considering all sides of the issue or their own needs.

Neediness can also be used. Survivors may be looking for approval, acceptance and a place to discuss their feelings. So they may not be able to critically decide what support systems may be the safest for them. Groups will first be very nice or overly nice to them (love bombing), but this will often disappear later and emotional manipulation and threats or guilt may be used to try to cause the desired behavior. Abusers will often apologize after their behavior, but I believe a sincere apology would be to try and change the behavior.

Subliminal Commands

The techniques used to create subliminal commands can vary. I believe they usually create a meditative state in the individual. I have heard that TV can cause these states. “Glassy eyed stares” or “being spaced out” are often used to describe this state. Shock or fear or other extreme emotional states may also be used to create meditative states. These commands may help the writer bypass the reader’s conscious mind.

Specific triggers may be used on survivors. These may sound like the ideas of those that do not believe in the existence of recovered memory or ritual abuse. These can include calling a person paranoid, psychotic or crazy (see “name calling”) and allude to the fact that a person’s paranoia is connected to a psychotic disorder, which, I believe, usually isn’t the case. This can be used to try and get the survivor to doubt their own reality and the reality of their memories. (See SMART issue #27 for the low rate (less than 5 percent) of “false” memories.)

Subliminal triggers may also be used intentionally or unintentionally to remind a survivor of a specific ritual or past program. Repeated use (or the one time use) of the terms, “ass*ss*n*tion” or “c*t thr*at” in terms of describing another’s actions may qualify as triggers. The writer may be using these terms to scare or trigger the reader.

A colleague of mine wrote me and told me that she uses three criterion to determine online if a person may be a perpetrator of MC.

1) If the person uses guilt.
2) If the person tells them to “f_ off.” (Could be considered a technique to shock the reader.)
3) Using lots of triggers to control their actions.

I think the one thing that all 3 above have in common is they entail some sort of emotional manipulation and/or trigger.

Changing the Topic

Rather than deal with the specific topic, a group or person may try to change the topic, or discredit the other side, rather than deal with the criticisms or arguments in the debate. A variety of propaganda techniques may be used to try and do this. This technique has occasionally been used by politicians and others.


One way of remembering something is to constantly repeat it. This is one way we learn to remember new words and songs. Rather than debating the points of the debate, a debater may simply continue calling a person a liar or crazy or a traitor, etc. (see “name calling”) without backing up their statements. How often is an idea in an argument presented without a source or logical backing. This is one place in a debate or argument where a debater may show their “true colors.”
Are they interested in debating the points of the argument or are they using propaganda and mind control techniques?


Individuals that are not qualified to discuss the particulars (the specific facts) of a debate or product may join the debate or ad campaign and make statements that may have little or no logical backing or factual basis. Organizations and companies may use a variety of techniques to encourage such participation.

Band Wagon

The user of propaganda may encourage people to join the cause without asking them to think about the facts and other side of the argument. This may include a kind of hero worship, including fancy clothes, high expenditures, claims of a large following, etc. I think the most important thing is to follow your instincts and recovery, not someone else. Other people may have valid and helpful things to say, but I believe our recovery has to be our own.

Logical Fallacies

These will be intentionally used by the user of propaganda to manipulate opinion.

Example: John likes apples.

Hitler liked apples.
John likes Hitler.

This can be used in politics. Equating communism to fascism because one or several communist governments may have been fascist is an example of this. A person may agree with someone on one topic and disagree with the same person on another topic. The user of propaganda may try to lump the two people or a group of people together that disagree with them, suggesting a conspiracy, when it may only be people agreeing on a certain topic.

You might hear that we can’t trust anyone if certain people aren’t safe. This is a logical fallacy and isn’t true. It may take time for the survivor to trust again, but I think we need to keep trying to trust safe people, so we can heal.

Unwarranted Extrapolation

This is another logical fallacy. A person receiving a criticism may claim that a critique of themselves or their group may cause divisiveness in society or their movement. (“Love it or leave” is an example of this.) The repetition of this idea may reinforce the idea in the reader’s mind. An alternative way of looking at this is that the same critique could also make the movement stronger, by encouraging people to think about their choices and use caution before making those choices. It may encourage all those in the movement to become healthier, making the movement even stronger.

In all logical fallacies, and in terms of propaganda in general, try to see the other possible conclusions of the argument, not simply those presented by the user of propaganda.

How to Avoid Blindly Accepting Propaganda and Being Mind Controlled

(Please note: these are only suggestions. You may want to analyze each of them to see if they have any value to you and if necessary, add some of your own.)

From FactNet (about Coercive Persuasion listed under sources): “The subjects easiest to influence are usually young, trusting, gullible, and noncritical people from protective backgrounds or people who may be particularly vulnerable because of some recent unsettled transition (my note: survivors may
also fit in this category)…the rejects are likely to be individuals who have easy access to accurate, critical, or counterbalancing information. Insolent,
selfcentered, streetwise, highly critical or recalcitrant individuals are generally culled out…” Though everyone is susceptible to some degree.

1) Try to find out both sides of the story.

2)Learn about propaganda and mind control techniques and learn how to recognize them. If necessary, learn to avoid those using these techniques (this may be online or offline.) The media and advertisements may be a good place to start either learning about these techniques or avoiding them. At times, advertisements don’t even discuss the product or its attributes at all.

3) When in a potential situation where you can be MC’ed or propagandized, learn how to recognize the feelings of going into a meditative state and learn some of the techniques for getting out of these states. (Details are at “Conference trigger management and safety” I believe that avoidance of these situations is usually the best way to keep from being MC’ed or propagandized.

4) The user of propaganda or mind control techniques may exhibit a “lack of morals,” lying and/or disregarding the rules of the debate, list, group or society. This is similar to the “us vs them” or may be justified by “the ends justify the means” arguments organizations may use, see SMART #29 (Cult Information Article.

5) Try to use your gut feelings. If something doesn’t feel right, step back or remove yourself from the situation. I believe that a legitimate group or organization will give an individual the time and room to make their own choices (see “Emotional Manipulation” above).

I believe the following statement also applies to being MC’ed and/or fooled by propaganda. From FactNet, “No one “joins a cult.” People recruited into destructive groups think they are doing something else, something beneficial and worthwhile. Anyone can be recruited given the right sales pitch and the right conditions in one’s life. We are all potential victims.” While I believe it is necessary to learn from our mistakes, I think that feeling too much guilt doesn’t help. It may be necessary to make an amends when safe. This may be simply by getting healthy and possibly educating others.

As always, please use your own judgement and try to research everything as fully as possible. Don’t accept anything anyone says simply because they say it or claim to be an expert or whatever. Try to check it out for yourself. I am not an expert, and I am continually learning new things about myself and the above topics.
